THE DR Congo authorised Uganda to deploy in eastern DR Congo because the government was ineffective, the International Court has heard, writes Anne Mugisa.
The Court sitting in The Hague is hearing a dispute in which the DR Congo accuses Uganda of invading it, plundering its wealth and killing its people.

Uganda's lawyers, Ian Brownlie of the UK and Paul Reichler of the US said Laurent Kabila first invited Uganda in May 1997, soon after he took over.

Brownlie said Kabila's new government was incapable of protecting its eastern provinces and could not contain anti-Uganda and anti-Congolese insurgents who had increased brutality since 1996.
"Kabila invited Uganda to send her troops into the region to protect her border against attacks from Congo-based groups. In response, Uganda sent a small contingent of troops in May 1997," Brownlie said.
