Mucebeni wants to hold his so called refrendum, for one and one reason only;So that he may rigg it and later claim that the poople of Uganda have approved his so called sad term. It is as simply as that . You do not have do be that smart to figure it out.
2) Mucebeni and his NRM have calculated that by having Members of Uganda Parliament vote opening whether to approve or disapprove the Referendum motion, he will identify those memebers of Parliament who are oppossed ( and have voted accordingly) to the refer4endum measure...and possible "punish them" in one way or another.
3)Many political strategist have already calculated Mucebeni's moves....... the question is not as to whether Museveni will succeed in having it his way.. the question is that He might live to regret his moneouvers. Yoweri Mucebeni.. you are now reaching what game theorist reffer to as a NO win situation.... or the Prisoner Dialemma!!! whereby every choce you make is equally detremental !!!!!!!!!!!!!!!!!!!!!!!
