The Monitor reported on Wednesday that Carson said Museveni's seeming unwillingness to step down after 2006 may be driven by a desire to protect family members and others around him from criminal charges.
Saleh, also commander of the Reserve Forces said Carson was ignorant about the politics in Uganda. "He doesn't know what he is talking about. He knows nothing about Uganda," he said.
Museveni's second constitutional term ends in 2006, but members the Movement Party are calling for an amendment to the constitution, which currently restricts presidential terms to two.
Carson wrote an opinion published in the Boston Globe on May 1.
Carson said Museveni's reluctance to move aside may also be motivated by a desire to protect those around him, including his son and half brother from charges of corruption for and involvement in illegal activities.
Museveni's son, Maj Muhoozi Kainerugaba, also the in-charge of armoury of the Presidential Guard Brigade could not be reached for comment.
The United Nations Panel of Experts on the Plunder of DR-Congo mineral wealth implicated both Saleh and Muhoozi.
Saleh was also implicated in the infamous junk helicopter scandal.

Several international figures including Sir Bob Geldof have criticised the President's third term campaign.
