Did Buganda champion and demand the regional tier or do we champion and demand federalism?
 
Or does Movement  logic equate Regional Tier to Federalism?

Baruli: Nakasongola is a super district with regional tier status

What shall then happen when Masaka districts doesn't want to be part of Buganda as one time a member of this forum suggested. Extended, what shall happen when Kampala decides to be part of Buganda! This might be sensitive, but, let's say Sembabule demands to be part of Mbarara or Ankole? Please, help.

Museveni explains regional tier

PRESIDENT Yoweri Museveni has said the ongoing constitutional amendment proposal to create regional tier governments is not aimed solely at pleasing Buganda.
Meeting MPs from Bunyoro and Buruli at State House, Nakasero, on Wednesday, Museveni said regional tiers was one of the mechanisms the Movement government was using to harmonise contradicting interests that caused anarchy during past regimes.
In a statement yesterday, State House said Museveni told the MPs that he spent a lot of time with Buganda�s negotiating team because they championed the regional tier demand and raised a lot of issues that needed harmonising.
�The President disclosed that the regional tier government option is open to all regions and is appropriate for the country, given its past political history. He explained that it was mandatory for districts in a region to present resolutions before they were deemed to have united,� the statement said.
�Museveni assured the Baruli, who have demanded to be left out of the Buganda regional tier and maintain direct links with the central government, that their interests will be catered for and protected. He explained that safeguards, such as referenda to ensure cultural diversity is protected and financed equally, will be in place to protect the minority citizens in a regional tier,� the statement added.
Museveni assured the Baruli MPs that the Government recognised and would facilitate the Ssabaruli, the leader of the Baruli, as provided for in the Constitution.
He told the Bunyoro MPs that he had instituted a three-member commission of inquiry to probe land wrangles in Kibaale district. The Bunyoro MPs, led by the 2nd Deputy Prime Minister and Minister of Public Service, Henry Kajura (right), appreciated the President�s action to calm the situation in Kibaale.
They proposed the elevation of Hoima town to a municipality and the formation of a Bunyoro regional tier, once an enablin g law is in place.
