Muntu defends Museveni on war in northern region

ARUA - The Former Army Commander, Maj. Gen. Mugisha Muntu, has said President Yoweri Museveni should not be blamed over the unending Lord's Resistance Army (LRA) war in northern Uganda.
He said the war in which thousands have been killed, displaced and abducted had complex issues.

�I cannot blame Museveni or commanders for the continuity of the LRA war. There are certain factors beyond control. That is why the war could not end,� he said.
Muntu, who is the chief national mobiliser for the Forum for Democratic Change (FDC), was on Monday speaking during a talk show on Arua One FM.
�I really sympathise with the victims of the Kony rebellion. I regret that the war is not ending," he said.

He said, "I cannot speak on behalf of the army but as a former army commander, I am sorry and I pray that whether through military means or peaceful negotiations this war should come to an end as quickly as possible."
Muntu said military and logistical support the Sudanese government extended to the LRA rebels bogged down the army.

�Ever since Sudan allowed Ugandan forces to pursue the rebels from their territory, there has been a very big change in the war,� he said.
He refuted claims by President Yoweri Museveni that he was a failure as an army commander.

�It is an unpopular campaign and diversionary device by those who fear to confront the truth,� he said.
Muntu said he served for eight years much longer than the combined tenure of his predecessors and successors.

�If it were true that I failed as army commander and stayed at the top for all these years without a mark of corruption and was elevated to a minister afterwards, then it would have been a mistake on the part of the appointing authority,� he said.
