Museveni explains officers’ prosecution

PRESIDENTIAL WAVE: Museveni addressing a rally atop his car at the Kayunga district headquarters on Tuesday

THE prosecution of army officers over indiscipline is part of the professionalisation of the army, President Yoweri Museveni said on Tuesday.

“The third pillar of the Movement is professionalising the army. That is why we are arresting and charging wrongdoers,” he told a rally in Kayunga.

On Monday, the former Internal Security Organisation chief, Brig. Henry Tumukunde, was charged with making public statements illegally.

Museveni said the Movement’s other pillars were the introduction of clean leadership and revitalising the economy.

He said the three pillars were to Uganda like a cooking pot which needs stones to stand stable over the fire-place. “That is why you see Uganda’s pot is stable on the fire-place,” Museveni said.

He said one stone would tilt the pot and pour the food and so would two stones but with three stones, the pot is stable.

The crowd interpreted the analogy as a call for the third ter m and screamed: “Abeewo, bamuwe ekisanja (let him stay. Give him a third term).” Museveni laughed at the excitement, and added, “I can see you have understood the saying in your own way but there is no problem.”

District leaders including the LC5 chairman Steven Dagada and area MP Sara Nyombi said Kayunga district was ready to vote for a third term for Museveni.

Museveni visited the site for the proposed district headquarters and laid a foundation stone. He pledged sh100m towards the construction.

Museveni said the main issue behind the referendum on change of political systems was to free the Movement from its enemies and “pests.”

He coined a Movement campaign slogan for the referendum saying, “Let them go!” referring to what he called opponents, traitors and liars in the Movement who eat it from inside like bean weevils.
