| When the NRM first came to power two decades ago, one of the most striking attributes of its cadres was consistency. They delivered the same message with no fear of contradiction. There was unity of purpose, discipline and consistency in the NRM. The cadres who traversed the length and breadth of Uganda in the mid eighties to explain the policies of the government must now be covering their faces when they see what their once admired Movement has become. A bush war veteran is elected as a member of parliament to represent the army. He signs a letter resigning from Parliament with one hand and signs a second letter protesting that he has been forced to resign with the other hand. The same politician is meanwhile arrested and arraigned before the court martial for making political statements. But the commander-in-chief who is also leader of the NRM says they are pushing for multi-partism in order to kubejjako, that is to allow those who no longer believe in the NRM to go to new political parties. At the same time, a relatively new cadre to the NRM but who is the second senior-most citizen of Uganda runs to the press crying out for pity because of a mafia clique in the government that is bent on bringing him down. Before the ink dries on his complaints, he is back swearing that there is no such thing, and he poses for the cameras with a top minister believed to have been the target of the initial complaint. One of the most startling complaints by the country's second senior-most citizen is the corruption in government that has apparently diverted development resources into luxury mansions in Kololo, Bugolobi and Nakasero. He threatens to "spill the beans", implying that he has all along known the rot and those perpetuating it but has not notified the police. Compared to the clarity of thought and consistency of messages that were associated w ith the NRM of the eighties and nineties, today's government sounds like a man talking from both sides of his mouth. Much as diversity of ideas is needed, the ruling Movement should speak with one voice. The information they give out to the public should be coordinated. For a start, the silence on the mafia dens at Kololo, Nakasero and Bugolobi is too loud and an unambiguous statement over them is overdue. |
