As usual Uganda vastly overpaid for goods & services rendered (remember the infamous "computer cards" that will wipe out 40% or so of this year's education budget with the apparent connivance of our own president?).
Incidentally, I went to the website and saw no reference to any newspaper where this supposed article appeared. That speaks volumes. But, many a time, I felt the chap was writing "tongue-in-cheek" something that can easily be discerned by anyone who went through Chaucer�s Canterbury Tales, The Trial of Brother Jero, The Lion and the Jewel, etc, in O-Level literature classes, even if they slept thru the class and only managed to get a 12 in the subject.
e.g. the last complete paragraph which actually contained a jab at our "model� leader's expertise in using money of international donors.
Translation:
"This pathetic excuse for a leader has made a career of perennially groveling and begging for international charity instead of doing anything meaningful to fix things so as to increase productivity of the economy...�
At some points the author makes little effort to even hide his contempt. I mean why do think he meant by " ... Museveni's unorthodox vision is constantly changing..." Anyone remember Prof. Wandira�s speech (or have read its transcript) when he conferred an Honorary Doctorate on our own Field Marshall Idi Amin Dada VSOP, DSO, XMAS, CBE, etc? The Prof was the VC of MUK at the time, and Amin was all smiles, grinning from ear to ear as excessive praise after excessive praise were heaped upon him. It went something like this: � � Your Excellency, you are a very unique individual ��, and all of it delivered with a deadpan _expression_.
Translation:
� � You blithering idiot, what the heck are you doing on my campus or do you think we run a nursery school around here? �� You should have seen the expressions on the faces of the faculty in the English depts. as they smiled and nodded all too knowingly!
My late friend Dr. Seguya and I plus some other fellows, almost died laughing after the ceremony at the fun of it all � at the expense of the dictator!
Unfortunately for Wandira, some one wishing to curry favor took it upon himself to inform Amin what the Prof. actually meant. Luckily, he managed to get away ahead of the UVSes.
As for Kaguta, he paid entirely too much for this piece of trash. He could have paid someone in New Vision or Min. of Information a mere US $2k and effect would have been exactly the same: Nil - except, perhaps among those who were born yesterday.
Read the article again, and this time read between the lines a little bit. You�ll see why A fool and his money � is something that H&K surely agree about.
After reading this essay, if one looks up various synonyms and meanings of the word �model�, one might get the sense that the author might have something akin to �mankin� in mind, or perhaps even �model� as in model-airplane �
