'U.S. Will Not Cut Uganda's Aid'

The American government will not cut aid to Uganda because its finances go directly to the intended beneficiaries not through the government, the Public Affairs Officer at the American Embassy, Mr Mark Schlachter, has said.

Early last month, donors under their organisation for economic cooperation and development (OECD), which comprises of Uganda's top donors, said they were likely to slash their aid to Uganda if President Yoweri Museveni mismanages the political transition process to pluralism.

"The American government will not in any way slash its aid to Uganda because it goes directly to the targeted beneficiaries but not through the government," Schlachter said on Thursday while addressing students of Namasumbi UMEA S.S.S.

He was invited at the school to present a paper on "US Efforts against Terrorism" to S.4 and S.6 students.

About 52 percent of the funding for Uganda's budget comes from donors and America contributes the biggest portion.

In March, the British government chose to withhold about Shs.17 billion in budgetary support citing concerns over the pace of the democratisation process in Uganda.

The Ireland government followed suit, saying it was also considering to withhold Shs.4.4 billion over the handling of the political transition.

Schlachter said America will never regret having overthrown Saddam Hussein.

"America makes mistakes like any other country. His overthrow sparked off a political unrest, which has hit the country to date.

Schlachter told students to desist from viewing America as an enemy to Islam.

"America is not an enemy of Islam .We even have more Muslims than Uganda has. It (America) is a secular state that embraces all religions," he said.

He urged the Muslim students who wish to study in the US to seek visas, and said America gives special treatment to Muslim students.

He said his office is embarking on cleaning America's name that was badly damaged after its attack on Iraq.

The embassy donated text books to the school to boost students' reading skills.

The Headmaster, Mr Abdullah Kizza, commended the American government for its continued funding towards the education sector in Uganda ."Giving us this donation will make us move a step ahead in uplifting our students' reading skills," Kizza said.
