I don't know what gives you the notion that Banyarwanda are so numerous in Uganda as to be the 8th largest ethnic group in Uganda.
 
At 4.6% of  Uganda's population, the Acholi are in fact Uganda's 8th largest ethnic group. The Banyarwanda, at 2.1% of Uganda's population come in at 15th.
 
The Acholi are more numerous than the Lugbara, Banyoro, Batooro, Alur, Bakonjo, Karimajong and Banyarwanda; in that order.
 
Granted these data are based on the 1991 census, but in my experience these proportions are quite steady over quite long time, decades certainly.
 
For the situation to change enough to elevate the Banyarwanda to the 8th place in a mere 15 years, some thing very, very drastic and catastrophic would have to have happened. Alternatively, of course, someone might have found it expedient to just reclassify people, something not exactly unheard of in Uganda.
