Cheeye blocked from meeting President

Teddy Ssezi Cheeye, the ISO director of economic monitoring, is bitter that State House officials have for the past two years blocked him from meeting President Yoweri Museveni over sponsorship of his studies.

Cheeye, who enrolled for the US$130,000 (sh250m) Global Executive Masters in Business administration at the prestigious London School of economics (LSE) in september last year, said the president promised to pay the money when they met in Soroti two years ago.

“I had a discussion with the president in February 2003 and requested for assistance. I told him it was an expensive course and he promised to pay. But whenever I try to make an appointment to see him, the people around him have jealously b locked me,” Cheeye told The New Vision on Tuesday.

He said he had been told that the president was unable to see him, “but on other issues we communicate and I submit my reports.”

Cheeye enrolled for the course after excelling at the University of Northern Washington where he got a first class online degree in Economics in 2003 and was later awarded a Masters in Business Administration majoring in Economics by the same institution.

He said former Internal Security chief Brig. Henry Tumukunde challenged his qualifications. At the time of his appointment, Cheeye had a diploma in mass communication from the Kenya Institute of Mass Communication in 1986. A State House source had earlier said the president had honoured his pledge.

But Cheeye, the former editor of the defunct Uganda Confidential newsletter, said, “It is not true that State House has helped me in this course. I have given up looking for that appointment because my friends have helped me to raise the money.”

He said he mortgaged his land to Crane Bank, sold his property including a double cabin pick-up truck, overdrew the newsletter’s account and received contributions from friends to finance his studies.

Cheeye wondered why he was being blocked yet people like former Kampala mayor Nasser Sebaggala had benefited from the scheme.

Former Vice-President Dr. Wandira Kazibwe’s sh2.6b State House sponsorship for further studies at the Harvard University sparked off a fierce debate last year.

LSE is ranked one of the best in the world and its executive MBA gives a breadth of knowledge across every discipline of business and management. The course involves attending classes at the LSE, the New York University, Stern School of Business and another university in Paris, France.
