The president should leave the people of Pallisa to decide their own destiny
In reference to the creation of Budaka District from Pallisa District, I wish to ask the President to leave the citizens of Pallisa to determine their own destiny.
Notable among others is the fact that it is the President who drew up maps of the two districts basing himself on service delivery. I want the President to know that Pallisa and Tororo Districts have problems of marginalisation and suppression hence the reasons to agitate for their own management.
You will realise that in order to cherish and foster any cultural, social and economic programmes there is need to have collective effort and self determination.
The cultural and social values of the people in Pallisa and Tororo Districts respectively are not the same, and in light of that, significant team spirit cannot be forged.
The president tried to be a cunning politician by
pleasing
the two parties in respect of Pallisa, but unfortunately he has failed to deliver any meaningful results as Parliament failed to resolve Tororo and Pallisa matters.
In precise terms therefore, may I appeal to the parties concerned in Tororo and Pallisa to comprehend the fact that a majority of the new Districts created have been created in line with their ethnic status. These Districts since then have enjoyed their own governance.
Last but not least, may I find out why most new Districts have seceded in accordance to their original administrative and geographical setting, e.g. Busia was a sub-district of Tororo before it became a District, and in the case of Pallisa there has been atendency to tamper with the original mapping. This surely has "raised dust' and the logical way forward is to get back to the method used to promote sub-districts i.e. "Butebo is a child of Pallisa and Kibuku is a child of Budaka, going by the original administrative
arrangements.
