Here is a scenario.
Garang comes up with a full plan on how to stop the 'Kony' war. He needs the ambassadors to endorse the plan which is going to crash 'Kony' and bring peace to northern Uganda and southern Sudan. The ambassodors endorse the peace plan.
Trouble is that this plan will expose the truth about 'Kony' which would be greatly embarassing to say the least, and would cause untold probblems resulting in loss of office.
So why not approach the Arabs and find somebody whose interests converge with mine ?
