Fellow Citizens:
In other civilized societies an independent
commission of inquiry composed of members of the opposition
parties is normally appointed to investigate corruption within a certain
body.(PMU) ..more so if that body (PMU) is closely affiliated with
the Government of the day.
The Government of the day , does not, under any
circumstances, appoint it's own sycophants, praise Sayers, to sit on the
said board.
But in Uganda, Museveni appoints his own
sycophants who probably have a vested interest in the
outcome of the investigation of PMU conduct
The outcome of such investigation , becomes
a foregone conclusion. Museveni's regime will be exonerated from any
wrong doing!!!!!!
The Blame is heaped on a few individuals
with PMU .. the Globe Fund monies are restored. ..and the eating
continues!!!!!!!!!!!!!!

THE commission of inquiry which President Yoweri Museveni
appointed to probe the mismanagement of the Global Fund money to fight AIDS,
tuberculosis and malaria was yesterday sworn-in to start its work.
The acting Chief Registrar of the courts of Judicature,
Lawrence Gidudu, administered the oath at a function held at State House
Nakasero. It was witnessed by the President.
According to a State House statement, Museveni praised the
team that will probe the operations of the Project Management Unit (PMU) of
the ministry of health for accepting to serve on the commission.
Justice James Ogoola will chair the five-member
commission.
Members are Emmanuel Tumusiime Mutebile (governor Bank of
Uganda), Lydia Obonyo Jabwor, Gerald Mbalire Kasanya and Dr. Margaret
Mungherera.
Lawyer Andrew Kasirye is secretary to the commission,
while Phillip Karugaba is the lead counsel and Angela Kiryabwire Kanyima
assistant lead counsel.
The commission will investigate allegations made by the
Global Fund on the mismanagement of its aid to Uganda, particularly
allegations on procurement and expenditure by PMU that reportedly contravened
the Global Fund project and government procedures.
It will also investigate the basis for recruitment of PMU
officials and their competence. It will also find out whether Stanbic and dfcu
banks applied exchange rates that were below market rates in conversion of
Global Fund foreign exchange transfers.
The commission will also examine the sub-recipients of the
Global Fund monies and determine the criteria of awarding funds to the
recipients.
The commission will make recommendations and submit its
report to the president within two months.
Museveni told the team that government started the fight
against HIV/AIDS long before the Global Fund began financing health activities
in Uganda.
He said the Government launched the Joint Clinical
Research Centre using its
resources.
