The fact is that Citizens in Northern and Eastern Uganda have been suffering now for close to 20 years because of a Governemnt policy gone wrong.
 
The regime in Kampala has consistantly and over 20 years  promoted  what many would reffer to as WAR MONGERING POLICIES throughout the country and in the Great Lakes Region of Africa. 
 
The Consequencies of this ILL CONCIEVED NRM stated war mongering policies has been and constinues to be emmence suffering by the poor wananchi's of Uganda. The NRM policies has lead to the death of hundreds of thousand, the destruction of property worth Millions of dollars. and the loss to Uganda economy worth (by some estimates 100 Million US  dollars every years. This amounts to 2 Billion US dollars in the 20 years Museveni has been in Power and fighting   wars.   
 
The suitation has be exercibated by a Uganda  Parliament   dominated members of the  NRM   who, for lack of a better term, never gave a hood, about the suffering of people in Northern and Eastern Uganda.
 
And so even though the the Humanitraian Situation in Northern and Eastern is and has been   deplorable for now 20 years, The Majority of the NRM dominated Uganda Parliament never saw it fit to as much as pass a mere declaration which would in effect earmark Northern and Eastern Uganda as dissaster areas...and hence trigger massive Humanitarian assistance from members of the International Commuinty.
 
  All NRM members of Parliament cared about is their stomach. and where the next 5,000 Dollar Bribe money from Museveni and fro distribution to the so called MP would come about.  
 
In the meantime, the war continues . People continue to die (1000 every week by some estimates). Chilren of school age, cannot go to school. Able bodied Adults capable of engaging in productive enterprises ( work)   have been rendered redundant. Many simply pass the time boozing on local whiskey day in day out until death calls...
 
The question then becomes: who does one blame for all this calamities which has been facing the Achoili , Iteso , Langi people for over 20 years? 
 
Noc Ludume apparently, and erroneously,  would like to blame Culu Vukoni Wapa Massanga for the suffering in Acholi land. For some reason , Ludume does not want to blame the NRM and in particular Dictator Yoweri Nnyadwi Mucebeni.
 
Indeed, Museveni's NRM/O  has just rigged the February 23, 2006 Presidential  and parliamentary elections.  In effect Museveni and his so called NRM/O  MP are back again for the next five years to once again load it over Uganda. I shiver when I think of how much more death and destructions in Northern and eastern Uganda, our people in the camps of Northern and Eastern Uganda will have to endure for the next five more years!!!! 
 
Like the World reknown Black concious leader South African Leader  Steve BIKO once stated..."BLACK MAN YOU ARE ON YOUR OWN"!!!

Well, what do I know?!? I do not know what part of Acoli you are from.
Perhaps your people too have been shouldering the burden of Uganda’s political dilemma for the past couple of decades. Perhaps they too commute to Gulu every night fall to the shelter of open street while their country mates (who do not even provide refugee Camps far away from LRA reach) sleep in warm and comfortable houses? Perhaps your peo ple too are beasted in those filthy IDP camps. Perhaps your people too “protest voted” last time around, only to see them “emancipator INDEPENDENT MPs” deliver nothing but wishes?
For my part, allow me say, who feels it knows it.
The elections are over. Let us wait and see what support Northern and Eastern Ugandan get from the rest of the regions. Let us wait and see what legislations are passed in favour of the suffering Ugandan in the Camps. I hope the elected MPs will lobby enough influence among the NRM MPs and other parties.
Otherwise, we may be set for yet another mandate period of political secularization with Legislation and decisions passed above our heads without our participation or influence.

Noc'la does sound as if he is under the influence these days. Iwonder what's messing up his head. The Acoli people would have to bemorons or zombies to vote for a man who sees their suffering as anacceptable cost of his megalomaniacal projects.

That really is one of the most frightening things aboutMuseveni. No price is too high, no ambition too costly forUgandans and their neighbors to pay for his political(mis)adventures.
