The UN and the Regime in Uganda cannot possibly  develop a quote " comprehensive plan of action for Northern Uganda Crises" end quote. ...if such a plan does not include a means to find a  permanent peaceful means to resolve the Northern/ Eastern Uganda Crises.
How exactly  the UN is going to achieve this , remains a mystery ! Surely the UN is not going to , or are they  going to engage the so called Rebel leaders  in some sort of peace talk " if as is the case , the rebel leadership has been indicted by the  ICC! There in lies the dilema.
