Below then is what I was reffering to when I stated here on this forum that the Museveni Regime is not approaching the Northern/ Eastern Uganda crises with the seriousness it deserves and would require to address the issue at hand. i.e bring the suffering of our people to a speedy end. Indeed UPDF spokeman has the audacity to deny the a fact pointed out by one of the NGO's that the regime in Kampala is ussing "former rebels" to guard IPD camps. Does Mr. Felix Kalayinge realize that this NGO have represntative on the ground in Northern Uganda, who gather what ever intelligence deem neccessary for their organizations. How then can Mr. Felix Kalayigye deny what is obvious? Indeed, by denying what everybody knows for a fact make Mr. Felix Kalayinge look like a fool.

Non-governmental organisations working in the north also alleged that the army was using ex-rebels to protect the camps. But UPDF spokesman Maj Felix Kulayigye refuted the allegations, calling them "grossly inaccurate"."The report has a lot of inaccuracies. The camps are well protected and there are no ex-rebels guarding any camps. The ex-rebels were inst ead deployed in a fighting battalion in Southern Sudan, Maj Kulayigye told The EastAfrican. "At present, IDPs are adequately protected. Any protection issues in this report must be referring to 2003."
