| Bukenya distances self from GF mess BUSIA THE Principal Judge, James Ogoola, has described the escalating level of corruption in the country as a "malign ant cancer" and that the society "was rotten to the core." "We appear to have completely lost our moral campus as a nation and we are left drifting along blissfully but aimlessly and dangerously in unchartered waters to our inevitable shipwreck on the rocks," he said. Ogoola chairs the commission of inquiry into the mismanagement of the Global Fund for Aids, Tuberculosis and Malaria. He was speaking as chief guest at the commissioning of an HIV/Aids resource centre constructed by a local Christian NGO at Lomino village in his home district of Busia yesterday. Ogoola described the work of the commission as "heart-wrenching," adding that it was a vindication of the biblical saying that "where the carcass is the vultures will gather." He said, "From evidence presented before us in the Global Fund inquiry, it is now clear that the moral fibre of the State is in a sorry state," Ogoola told an attentive audience. "Our generation is an abominable generation. If we do not stop and reverse gears, we are doomed to desolation." A devout Christian himself, Ogoola said "the moral thermometer of the nation has fallen to freezing point." The resource centre he was commissioning was constructed by the Friends of Christ Revival Ministries (Focrem) with support from the GOAL project, an Irish international NGO. The centre will be used to support people affected by HIV/Aids in Busia and neighbouring districts. Referring to the Focrem and GOAL, Ogoola said there were still a few wholesome fruits in a basket of rotten fruits and that it was refreshing that in the turmoil of corruption, "there were still a few islands of solace and tranquillity." Meanwhile, the Office of the Vice President has dismissed as absurd claims that Prof. Gilbert Bukenya could have used Global Fund cash for his political activities. Keep VP out "The Vice President is just a patron to Busiro North Developme nt Association, and he has no connection whatsoever with the sources of and expenditure of its funding nor the day-to-day running of its operations," said the VP's Press Secretary, Ms Linda Nabusayi, yesterday. While appearing before the commission on Tuesday, the VP's Assistant Private Secretary, Mr Emmanuel Sande, who is also the project coordinator for the NGO, found it difficult to explaining how the NGO spent millions of Global Fund cash. Nabusayi said the NGO was self-accounting and that it was not proper and incorrect to associate its accountabilities with the vice president. "The commission is obviously doing a great job but it was wrong to impute the apparent weaknesses of the NGO to the vice president," Nabusayi said. |
