| Uganda: Nsibambi Outlines North Plan
New Vision (Kampala) April 14, 2006 Posted to the web April 14, 2006 Cyprian Musoke Kampala THE Government is in the final stages of developing a peace, recovery and development plan for northern Uganda, which will consolidate the various interventions and identify gaps that require action. Meeting the Northern Uganda Rehabilitation Programme (NURP) committee on Wednesday, Prime Minister Apolo Nsibambi said the Government would not declare the north a disaster area. He said the Government had taken the necessary security and other measures to resettle the IDPs in the north and improve their livelihood. Nsibambi said the government had neither failed nor neglected the north as some sections of the society had portrayed. He cited interventions in the north such as the Northern Uganda Social Action Fund (NUSAF), the Acholi Programme and the Karamoja Project, which he said had
improved the welfare of displaced persons. The NURP committee is chaired by minister of state for northern Uganda Grace Akello.
Nsibambi noted that government interventions in security had enabled a large number of IDPs in Teso and Lango regions to return home. Enhanced security strategies are being implemented in the Acholi sub-region to ensure that IDPs are secure and ready to return home, he added. Meanwhile, the European Union has set aside 20 million Euros under the NURP to improve the living conditions of conflict-affected areas in the north, in addition to rehabilitating social infrastructure, economic recovery, strengthening local governance, law and order. | ||||||||||||||||||||||
