Museveni to Shake Up Intelligence

KampalaUgandan leader Gen. Yoweri Museveni will make major changes in all intelligence departments, impeccable sources have revealed.According to the sources, the three intelligence departments that include the Chieftaincy of Military Intelligence (CMI), Internal Security Organisation (ISO) and External Security Organisation (ESO) are to see new faces in administration. Sources that sought anonymity told The New Times over the weekend that Museveni will send CMI's Col. Leopold Kyanda for professional military training at Kimaka, while Maku Yiga, the Director General of ESO, is expected to leave office probably for a lesser assignment. The sources further said that the changes expected soon after swearing in, will also see ISO's Dr. Mukumbi transferred to ESO.The source added that Kyanda's reputation had deeply waned after former presidential candidate Dr. Kizza Besigye beat Museveni at the CMI polling station during the presidential elections in February this year. Also, the recent arrest of Rwanda's First Secretary to Uganda, John Ngarambe, at a Ugandan hotel in Entebbe, an incident that has sparked off chilly relations between Rwanda and Uganda, are said to be the works of Kyanda's CMI under the supervision of Gen. Tinyefunza who is the Uganda Intelligence coordinator.In a related development, the Joint Anti-Terrorism Task (JATT) force a.k.a Black Mamba will reportedly be under the jurisdiction of Col. Elly Kayanja. Kayanja is presently a Deputy Co-ordinator of intelligence departments in Uganda.JATT besieged High Court early this year during treason trial against Besigye claiming his 22 co-accused wanted to escape.The sources also alleged that most intelligence operatives are disgruntled because of a financial crisis the departments are experiencing, with persons in security saying the funds for operations were diverted for President Museveni's campaigns.Efforts to contact Ugandan Army Spokesman Maj. Felix Kulaigye over the developments were futile by press time.
