I came to think about "SUSTAINABILITY". Sustainable ala ACHOLINET before hell breaks loose if repatriation of IDPs are not well managed.Or, before the IDPcampers are repatriated empty handed. The last time a Ugandan government plan to "repatriate slummer" from Namuwongo, Wabigalo, Kibuli, Kisa, Mbuya,Kitintale, Kisenyi, Nakawa, Naguro, Ntinda, Kamowkya, Mulago, Wandageya, Nakulabye, Katwe, Kibuye, Makindye.....etc., it did not work. There were just not enough stimuli. What ever bait could not tame the horror of suddenly becoming Peasant. Without bait, it does not work!! They need to know about the continuation of their social network; they need to know about the schools for their children and how it will be financed now that they are to take full responsibility; they need to know about medical services; THEY NEED TO KNOW ABOUT COMMUNICATION; they need to know about division of responsibilities; they need to know about "food flow" etc. In the case of our IDP Campers there are certain controversial stimuli. Problem is, even the "BAIT" needs baits. The "BAIT" I have in mind is Okankodi Ugandan (Diaspora Ugandan). A huge portion of IDP campers are youngsters who have never lived in the Carro. Most of those who have Rural / Peasant experiences (their elders) have perished. But in the Diaspora are people with both and above all, people with complete knowledge of the composition of their original villages. Perhaps the Ugandan government, Bush,Tony Blair and.......(What do we have in Canada?!) Jackpot!! Bait needs bait!! Gosh, don't let anybody jump from the Top floor that Blair is seeing Stars at mid day. This is but song of 22 degrees Celsius in Sigtuna, Stockholm. Too Warm. Feels like 30. rgds noc'l. |
