M7 gets proof on corrupt leaders

PRESIDENT Yoweri Museveni has said he has now got evidence to show that some political leaders could be corrupt.

He said yesterday that he would act decisively and without mercy against such cancer. “I never believed that an NRM leader could ask or accept a bribe from anybody or could participate in stealing government money. I knew that was the problem of the public servants. I have, however finally, got evidence to show that some of the political leaders could be in this contemptible practice.

“They have degraded themselves to the level of Chief Administrative Officers (CAOs) and some such other categories,” he said.

Museveni, who was winding up his speech at the opening of a three-day induction retreat for elected NRM MPs of the 8th Parliament at Munyonyo, said, “Finally there is the issue of corruption - soliciting bribes from businessmen both local and foreign or stealing government money”.

“It has been bad enough to cope with the corrupt public servants we inherited. We have been fighting them step by step. We have now captured the Uganda Revenue Authority (URA) and we are targeting the Police Force,” he said.

Present was the Prime Minister, Prof. Apolo Nsibambi, the First Lady and Ruhama MP-elect, Janet Museveni and a number of Movement MPs who stood on the independent ticket.

The President, who highlighted six areas with “the most crippling” problems to be dealt with, said he had a tight programme to rectify mistakes caused by the 6th Parliament and outsiders in the energy sector.

“We must have two new dams, Bujagali and Karuma, in 42 months. These dams will be built whether we have investors from outside or not,” he said, adding that US$100m a year per dam was possible.

He cited other critical problems as continued reliance on subsistence farming, a low rate of industrialisation, a concomitant narrow tax base, high transport costs to the sea and lack of affordable micro-finances.

He drew giggles from the MPs when he appealed to his wife not to ashame their family as an MP. “In the last parliament, we lost 125 MPs from the Movement Caucus and you know the cause - subsistence agriculture in their areas where they come from.” He said the Mps had not listened to his appeal to advise people to produce for the market. He cited Bundibugyo, Kapchorwa, Kiruhura, Mukono and Kanungu as the only districts that had listened to his advice.

He said in Rwegajju village in Kabarole district, out of 120 families, only one man, Kabagambe and two others, were earning income. “I have discussed with the MP for Ruhama that don’t ashame our family for nothing. I have suffered with Ruhama for a long time,” he said.

He said the incumbent MP, Augustine Ruzinndana’s only work was to attack him.
