200 MPs to Receive Double Pay

PARLIAMENT yesterday approved a supplementary budget of Shs179billion, 16billion of which would cater for salaries of MPs of the Eighth Parliament for the months of May and June.
The decision follows last year's Constitution amendment that shortened the term of the Seventh Parliament by two months.
This means that more than 200 MPs who were re-elected would receive a double payment in the two months.
During the Constitution Amendment exercise, the government agreed to compensate MPs for shortening their term of office.
The supplementary budget requested by government will also cater for the expenditures arising from budget pressures during the first nine months of the 2005/06 financial year.
Maj. Bright Rwamirama (Isingiro North) who chairs the Finance committee that analysed the supplementary budget said, "There are still poor budgeting practices.
The budgeting process should be more prudent to ensure that items, which can be planned for don't attract supplementary budgets."
Rwamirama told a Parliament plenary chaired by Speaker Edward Ssekandi that the government should involve Parliament in drawing up priorities.
"We should be involved as major stakeholders in the development of this country because changes in priorities need to be addressed well in time," Rwamirama said.
The supplementary budget, which, was requested by the state minister for Finance, Mr Mwesigwa Rukutana, is to be used by ministries for the next two months until the 2006/07 financial year budget is read early June.
The government would use some of the money to purchase science and Mathematics materials for 154 rural secondary schools, cater for the new districts activities, buy drugs and hospital equipment.
The other money would also be used to resettle the internally displaced people in the war-tone regions, buy food for prisoners and school fees for children in IDPs among other priorities.
Shs 8billion would be used to pay the auxiliary forces in the war-disturbed areas of North and Eastern Uganda.
Education sector takes the largest share of Shs41.90 billion (27.5 percent), followed by public administration with Shs40.16 billion (26.4 percent).
The Economic functions take Shs25.74 billion (16.9 percent), Law and order Shs12.95 billion (8.5 percent ) respectively.
The accountability sector received Shs0.17 billion (0.1 percent).
