Uganda's history for the last 20 years makes it crystal clear that it is a fundamental mistake to think that Museveni gives a hoot about his credibility or reputation -- and he knows it. 
 
Like his mentor, Obote, he cares about exactly one, and only one thing: whether he is on top of the dung-heap or not -- no matter what the cost is in time, money or lives lost, or whatever else. 
 
Recall his mentor's  most favorite paraphrased quotation (from Milton's Paradise Lost):
"It is better to rule in hell than to serve in heaven".
 
Given this reality, about the best thing you can hope and pray for is that all international donors withhold their funding en masse. Only if the tap dries up will he be removed from power and Uganda be delivered, for he survives by patronage alone, often robbing Peter to pay Mary, and nothing else. Certainly, the last thing you want to fall for, is the mirage of Museveni's moving goal posts.
 
Recall, last time he wanted to stay, supposedly, in order to "professionalize the army", like he is the only one capable of doing it. In any event, today the army is no more professionalized than it was 10 years ago.
 
This time round, he needed kisanja in order to unite E.Africa, fully knowing that neither Kenya, nor Tanzania, or even Rwanda are, about to put him, of all people, in charge of their destiny. His hope is that he find enough saps to keep "re-electing" him until he accomplishes this goal. 
 
If you want to hold your breath until he reaches his new and unattainable milestone, that's your business. One thing I can tell you though, is that the other nations are not blind to his inablility to share power -- as in a federation.
 
The Baganda have a saying:
"Akasanke kakulemye okumaanya okukamalako ebyoya, nti baleete maaya?".
 
i.e. a journey of a thousand miles begins with one step ... you cannot walk before you have learnt how to crawl.

ps: don't forget that, per International Court order, Uganda still has to make US $6 - $10 Billion reparations to DRC for looting her resources -- ochestrated by none other than Museveni, under cover of fighting rebels. Talk about in a pickle! YKM is using Uganda's presidency as a shield against legal prosecution in international courts.

There is an overwhelming feeling of sadness and a cloud of pessimism

litre for diesel, drought which will lead to hunger, it is 1985/86

Post-Museveni (it will come), Uganda should think about introducing
the idea of a rotational presidency in the constitution in addition
to the federo.

BTW does Museveni seriously think that he has the credibility to push
through the East African project? Will the Kenyans and Tanzanians
allow him?
