NRMO
Intervention Precipitates The Collapse Of UNAA
In what was
predicted by seasoned UNAA convention organizers, the coming UNAA-NY 2006
convention is facing imminent collapse due to the incompetency, naivety and
greed of the organizers. As I write this, the writing is on the wall.
Trouble started,
when a group of unknown quantity and dubious political credentials headed by
one Edward Wanda of Patterson New York, took over the leadership of the then
hardly unknown Uganda American Association Of Greater New York (UAAGNY) in
2003. Current members of UAAGNY leadership headed by Wanda, include Twaha
Bukenya, Allan Katatumba, Joseph Senyonjo, Abraham Muhoozi, Joseph Kazinduka
Amooti, Duncan Muhumuza, Thelma Byenkya and George Kamuhanda. Most of these
people recently featured on an External Security Organization (ESO) list of
North American Special - Who is Watching You?
In a series of ill
fated and gross naked opportunism, once the Wanda group gained control of
UAAGNY, they turned around and organized themselves as an NRMO New York
Branch in 2004. As a result, UAAGNY became synonymous with NRMONY. They both
have the same leadership of Wanda, deputized by Allan Katatumba. Other
members of the NRMONY include Twaha Bukenya, Abraham Muhoozi, Joseph Amooti,
Kazinduka, Duncan Muhumuza and Thelma Byenkya. This leadership, with support
from their political godfathers and sponsors in NRMO Uganda, proceeded to
fight tooth and nail at the UNAA Minneapolis convention for UAAGNY to be
allowed to organize and host UNAA 2006 in New York, and they succeeded.
With the merger of
NRMONY and UAAGNY taking over control of the UAAGNY 2006 convention, the
Wanda group seems to be driven by rampart and reckless greed, trying to
enrich themselves, as well as hoping to advance their "political" careers
along the greasy oiled NRMO pole in Uganda.
Although Wanda
heads both NRMONY and UAAGNY, Allan Katatumba deputized by Joseph Senyonjo
are the driving force behind the ill fated UAAGNY 2006 convention. Katatumba
is the son of an NRMO die hard and Uganda businessman; and is married to a
Caucasian woman from Idaho. Senyonjo is the son of former West Buganda
Bishop Senyonjo, who was recently defrocked by the Church of Uganda for
promoting homosexuality.
Katatumba was
specifically charged, by his political masters in Uganda with ensuring that
the UNAA-NY 2006 convention is an NRMO affair. He is now personally in
charge of four committees critical to the organizing and success of the
convention.
The NRMONY/UAAGNY
leadership, including Twaha Bukenya, Edward Wanda and Allan Katatumba just
recently returned from Uganda where they had gone for "consultations" and
were special guests at the swearing in ceremony of Museveni, the NRMO
president. Unfortunately, what must have seemed like triumph to the Wanda
group, may indeed be the kiss of death for UNAA due to their ignorance of
the little known but sharp US law, the Foreign Agents Registration Act
(FARA).
FARA states that
"Federal law requires that anyone acting as an agent of a foreign government
or foreign political party but is not a member of that country's diplomatic
service to register with the Department of Justice as a foreign agent" . It
boggles how the UAAGNY/NRMONY organizers can proceed to make the UNAA-NY
2006 convention an NRMO affair, without registering themselves with the
Department of Justice as foreign agents of the NRMO government.
FARA describes a
foreign principal as a foreign government or political party organized under
the laws of a foreign country. An agent of a foreign principal is described
as any individual or organization which acts at the order, request, or under
the direction or control of a foreign principal, or whose activities are
directed by a foreign principal who: (i) engages in political activities, or
(ii) acts in a public relations capacity for a foreign principal. The law
further state that for someone to be classified as a foreign agent there
must be evidence of foreign direction and control of the agent's activities
in the USA.
All NRMO-US branch
officers and agents must register with the Department of Justice as foreign
agents and file forms outlining their agreements with, income from, and
expenditures on behalf of the foreign principal - NRMO Uganda. The NRMONY
leadership has already received money from Uganda which they now have to
declare when they register, plus the10% finders fee which whoever collects
the money keeps for himself.
If the Wanda group
is thinking of denying being agents of a foreign power they need to remember
the following: it is already public information that they have invited NRMO
President Museveni and his political officers like Byaruhanga to the 2006
convention. Invitations of any government minister(s) or employee(s) to make
NRMO propaganda speeches at the convention; the use /employing of government
and embassy staff on the UAAGNY committees are all proof of direction and
control by NRMO and Uganda government. In addition, the use of Uganda based
NRMO/Government agents to campaign and solicit support for any US based UNAA
candidates is another indication of being foreign agents.
As foreign agents,
the Wanda group and all other NRMO agents in the USA must register with the
Department of Justice's Foreign Agents Registration Unit in the
Counterespionage section. Failure to register as an agent is a criminal
offence and violation of 18 U.S.CA section 2386, 50 U.S.CA section 851 and
18 U.S.CA section 951 which states that "Whoever, other than a diplomatic or
consular officer or attache, acts in the United States as an agent of a
foreign government without prior notification to the Attorney General if
required in subsection (b), shall be fined under this title or imprisoned
not more than ten years, or both".
The Department of
Justice's Foreign Agents Registration Unit, the Department of the Treasury's
Internal Revenue Service and the Department of Homeland Security have been
notified of foreign agents who are planning a political convention in
September 2006 to distribute NRMO propaganda but have not yet registered as
foreign agents.
UAAGNY is also
trying to register itself to be tax-exempt as a charitable organization as
described in IRC Section 501(c)(3) so they can collect ''donations'' from
especially NRMO Uganda. It should be pointed out to the Wanda group and
other foreign agents that donations from a foreign political organization
cannot be tax exempt in the US. The Internal Revenue Service has been
notified of the possible tax violations by UAAGNY and they are watching
developments very closely.
Will the
Ordinary Ugandan (Kyeyo) Survive the UNAA 2006 NY Convention
?
With the
NRMO-USA/ESO in charge of the convention registration, every registrant's
personal details including address, telephone number, and bank/ credit card
details will be known to the uncouth and greedy individuals organizing the
convention this year. There is a persistent rumor that, names of ALL people
who will register for the UNAA-NY 2006 convention will be used in the
following ways:
(i) ALL names will
be sent back to ISO/CMI headquarters in Kitante at Okello House in Uganda
for screening. This is where incoming international phone calls are
tapped. The CMI's Civic Communications Monitoring team will cross-reference
your personal details and phone numbers against those of frequent
callers to Uganda whom they suspect of being opponents of the NRMO regime.
(ii) ALL
individuals registering for the convention will be asked to ''contribute''
to NRMO . Those who will not respond/refuse to pay will have their names
sent to Homeland Security as suspected illegal immigrants. Since it is now a
criminal offence to be, or to harbor an illegal immigrant, the Homeland
Security will likely investigate all the names sent to it. For those who are
illegal or have someone illegal staying with them, you may have an early
morning visit from Immigration and Naturalization Service - courtesy of
NRMO/ESO - via the UNAA NY Convention 2006. That may be the last you will
see of America before you are deported back to Uganda.
(iii) With Your
credit card details in the hands of NRMO/ESO in Kampala, the state of your
bank account will be at their mercy. It is an open secret that ESO/ ISO
agents are the biggest bichupuli dealers and are always looking for foreign
bank accounts to launder their ill-gotten loot. Registering at UNAA-NY 2006
means that you stand a very good chance of becoming their (albeit unwilling)
business partner, which may result in an early morning visit from the FBI -
courtesy of NRMO/ESO - via the UNAA-NY convention 2006.

use cash ONLY, give out as little personal information as you can, and GOOD
