Sebaggala misses Canada meeting

KAMPALA Mayor Nasser Sebaggala is to miss next week’s World Urban Forum 3 (WUF3) in Vancouver, Canada.

Sebaggala’s predecessor, John Ssebaana Kizito, will attend, although not as the leader of the Kampala City Council (KCC) delegation to the conference that opens on Monday.

In 1998, during a visit to the US to attend a garbage management conference, Sebaggala was arrested, tried and sentenced to jail for bank fraud. Water and Environment minister Maria Mutagamba is listed on the WUF3 website among experts scheduled to address the gathering. State ministers Michael Werikhe (housing) and Urban Tibamanya (for urban development) and town clerk James Sseggane will attend.

Richard Kabuuka, the city planner and co-ordinator of the conference, said Sebaggala took office after the delegates had been approved.

This is the second international meeting Sebaggala is missing, after he failed to attend the May 27-31 city mayors’ conference in Sweden, reportedly because he had an appointment with President Museveni to discuss city plans.

Sebaggala was represented in Sweden by deputy mayor Florence Namayanja, city finance director Prose Ssebina and welfare officer Dan Mujukizi.

The Vancouver forum, organised by the United Nations’ Human Settlements Program (UN-HABITAT), will discuss challenges of global urbanisation. Delegates are also scheduled to tour the showcase Greater Vancouver District, where energy is generated from garbage and sewage treated.

The Canadian International Development Research Centre funds two projects in Kampala, expected to benefit from the networking at WUF3.

They are the three-year old Kyanja Edible Environment Project and the Kasubi-Kawaala project to be launched in August. Ssebaana Kizito was mayor when the projects were conceived.

He ceased to be mayor in May, after unsuccessfully running for the presidency.

Ssebana Kizito said IDRC insisted on his going and had invited him in a personal capacity.
