Uganda: So, of What Value Was the Juba Party?

The wining and dining between the Uganda government and the Lords Resistance Army delegations at the Juba peace talks on Saturday were cynical.
If this partying had taken place after some progress in the talks, it would be meaningful. But for the two groups to show cooperation only during merry making when they have thrown the most treasured item-peace-almost over the hedge, just doesn't make sense.
For seven days the two groups did not make any headway in the talks. Instead they were making accusations and counter-accusations that have pushed the negotiations to the edge of disintegration. And on Saturday after the two sides had stalled the talks, they showed up at the Juba Raha Hotels to enjoy wine and eats as if they were celebrating any sensible significant achievement.
For the people in northern Uganda who have suffered the brunt of the rebellion for the last 20 years and are desperately hoping that something positive could come out of the talks, this amounted to mocking them. The only thing that can make sense to them is to see the two belligerents around the table putting ink to paper as they seal a peace pact, not smiling men sipping wine as hope for peace is melting away.
