The peace talks in Juba are the last chance for the LRA to come out of the bush, the President has warned.
"The Juba peace talks are the last chance for these terrorists to come out safely from what they have been doing so that peace returns and they also stay alive. I know of some people in the diaspora who are deceiving them but they will put them in danger if they listen to
them," Museveni said on Gulu's Mega FM on Wednesday night.
"Advise them to come out and save Ugandans from these troubles and to save themselves. Otherwise, they will perish like Nyeko Yardin Tolbert and Tabuley who refused to listen to bishops Odama and Ochola. They would not have died if they had listened to the bishops," Museveni said.
Museveni, answering a question by Peter Okello of Atiak IDP camp, said, "If the peace talks fail, we shall hunt for the rebels and kill them because we were moving on very well with the operations before the peace talks. That is why Kony and Otti fled to Garamba."
Museveni said, "We shall resume our operations if the peace talks fail. I told the district leaders to maintain and improve the road network to ensure that there is no re-infestation of rebels in Uganda." He said the
army was strong except in cases where the commanders are lazy. He said he would investigate the problem.
Museveni said the International Criminal Court (ICC) charges against LRA chief Joseph Kony and his commanders would not be dropped before peace is restored. "ICC makes the terrorists untouchable and anybody who touches or helps them is also guilty and hunted by ICC. So, the ICC indictment continues until the rebels come out."
Museveni promised to deal with UPDF commanders who do not act on information from civilians about the LRA or Karimojong cattle rustlers.
He said the rustlers sneaked into Pader district and attacked people in Lukole sub-county, Agago. Museveni said the army had the means to deal with terrorists and rustlers.
Museveni was flanked by ministers Hilary Onek, Musa Ecweru, RDC Col. Walter Ochora and Gulu LC5 chair Norbert Mao.
Mao hailed Museveni for addressing the issue of ICC logically and not politically, saying they would pass the same message to the community.
He invited Museveni to address joint rallies in the villages in future.
Meanwhile, Museveni yesterday sent security minister Amama Mbabazi to his Southern Sudan counterpart Salva Kiir to deliver a special message on the talks, reports Henry Mukasa in Juba.
The Government of Southern Sudan (GOSS) is brokering the peace deal.
Mbabazi, accompanied by chief negotiator Dr. Ruhakana Rugunda, arrived on a chartered Eagle Air flight in Juba at 1:50pm. They were received by GOSS minister Maj. Gen. Gier Chuang Aluong. They had lunch at Juba Raha Hotel and headed for the presidency where they met with Kiir behind closed doors.

The staff at the peace talks secretariat and some mediators were surprised to hear the Ugandan ministers referred to as 'Your Excellency'.
Uganda has increased emissaries to GoSS. Sources said transport minister John Nasasira spent Wednesday afternoon at the presidency in Juba holding meetings.
The source added that Nasasira, who was on his way from the Sudanese capital Khartoum, was accompanied by his counterpart Rebecca Garang.
