 The Million dollar question then is: How exactly is the United States going to ensure that the "Juba peace talks" do not collapse? 
 
What sort of support will the US provide to ensure the talks do not fail?
 
In my opinion, I do believe that the US must reign in it's ally  dictator Yoweri Kaguta Museveni of Uganda , the chief perpetrator of wars  and provocateur  in the Great Lakes Region of Africa.
 
Museveni talks of  " massacring rebels", killing so and so.. not knowing that the very people he is killing are  sons and daughters of Acholi who do have  mothers /fathers and friends; , that those he is massacring were abducted,  in the first instance, because of UPDF incompetence... and therefore are "hostages" as Mr. Smith rightly pointed out.
 
And  since  Museveni is massacring our sons and daughters, and claims he is massacring rebels"  there is absolutely no way that the people will stand and watch.
 
If anything many will call for revenge against  those conducting the massacre of our children. and probably JOIN KONY!!
 
 If the United States reign in Yoweri Museveni Kaguta and his NRM Military dictatorship, the so called " peace talks " in Juba will definitely fail. further, I do not see the wars in Northern and eastern Uganda ending; , if anything it will most definitely escalate even further!!!

A) "U.S. Rep. Chris Smith (R-NJ), Chairman of the House International Relations Africa, Global Human Rights and International Operations Subcommittee,  urged greater U.S. and international involvement in ending the brutal conflict that has killed thousands and displaced millions in northern Uganda and a halt to the use of child soldiers in that conflict and others around the world."
 
 
B) "The international community must engage now in the shaky peace process in Uganda.  We cannot afford to allow the greatest chance for ending this conflict slip away," said Smith, who also serves as co-chair of the Congressional Uganda Caucus.
 
 
 
C) The 20 year old war in Northern Uganda is costing Uganda Tax payers  over $100 Million per year  and has also resulted in the displacement of more than 1.8 million people as well as caused skyrocketing HIV and AIDS rates in IDP camps of Northern and Eastern Uganda.
 
D) A historic cease-fire was reached in August and peace talks between the Government of Uganda and the LRA are currently taking place in southern Sudan.  However, those talks are in danger of collapsing without increased international support.
 
 
IV)"The once great optimism for a final end to this conflict is quickly dissipating.  And with each passing day, more lives are put in danger.  The U.S. must be more visible in helping to bring this terrible and despicable war to an end," said Smith.
