Uganda leaders, rebel army still at odds

KAMPALA, Uganda - Uganda will ask the International Criminal Court to review arrest warrants against rebel leaders only when a peace deal is signed, officials said Thursday.
The government also wants Lord's Resistance Army leaders to repent for their alleged crimes through a local Ugandan system of justice before asking for the indictments to be lifted.

.We have no authority to offer a lifting of the indictments," a spokesman for the government peace team, Paddy Ankunda, told Reuters by telephone from Juba.
"We can only engage the ICC after the LRA agree to signing a comprehensive peace agreement. That's the best we can offer."

Akunde should stop deceiving some of us.. If you have NO AUTHORITY TO REMOVE ICC INDICTMENTS... and only the ICC can remove such indictments.
So now what is this mere talk between Museveni's Regime and the ICC going to do?
Suppose the ICC refuses to bulge ( this is indeed the ICC position so far) and insist that the Indictment against "Konny " stays meanwhile "Konny" has already signed the peace agreement in Juba.. then what now?
What Akunde and the regime he represents in Kampala are trying to do, and this comes out very clearly, is to LURE the "rebels" to sign a peace deal in Juba.
Akunde is of hope that Kony will be intimidated by ICC
indictments to prematurely sign a peace deal, even if the rebels are not satisfied with the terms of the peace deal or the demands of the rebels have been met.
Akunde, it must be stated, is engaged in a futile move...what the NRM/A needs to do is to engage the rebels in a genuine Earnest peace talks.. and not try to use some sort of intimidation tactics/ threats.. many minds, some brighter then that of Akunde have long seen through his regimes moves and duplicity!!
