Just as an after thought!..How come a Representative  of Yoweri Museveni's Uganda
was NOT included in this gig (military meeting ) between Rwanda and Kenya? May be during this gig (meeting) Rwanda and Kenya, discussed "something" which they do NOT want  Museveni's Uganda Know!
 
Second: Our Friend Col. Mohammad of Kenya, was quoted as stating that
 
 "the easy access to small arms and weapons by armed groups and organized criminals had been the major factor in sustaining armed conflict and troubles in Africa, including cross-border cattle rustling."
 
The question...the most Important question  then is: where do these "armed groups and organized criminals" obtain their deadly AK47's from? Who is their supplier or is it distributor?
A deeper analysis of the questions above, will reveal that the main culprit who has been instrumental in flooding EA  regions with GUNS,   is non other then Dictator Yoweri Kaguta Museveni of Uganda.
 
... So now if you  really want to address the issue at hand, commonsense would dictate, then curtail the activity of the culprit who is acting as the source from which all this weapons come from ..and eventually end up in the hands of "armed groups"
 right fellow citizens.
Otherwise, one is simply engaged in what is commonly referred to as "sweet political talk" and is not addressing the issue at hand.
 
At the end of the day the issue Gun violence  in the Great Lakes Region will NOT be resolved Period....

The Commandant of the Peace Support Training Centre (PSTC), has decried the rampart armed conflicts in Africa and called for concerted efforts by affected countries to curb the problem.Speaking during the recent ceremony of the first-ever Africa Disarmament, Demobilisation and Reintegration Course at Rwanda Military Academy in Nyakinama, Northern Province, Col. Ahmed Muhammed said heightened effort was imperative in bringing armed conflicts in Africa to an end.
"None of us has a monopoly on knowledge. The progress of the Disarmament, Demobilisation, and Reintegration (DDR) course will depend on how much effort will be put in by the resource persons in this course today," he said.
Col. Muhammed noted that the course had provided an opportunity for the development of new ideas and approaches on the African scene in an effort to stop bloodshed caused by war.
"In a troubled world like ours, the need for peace, security, human rights, human dignity, prevention of loss of life and respect for people and property cannot be over emphasised" he noted, adding that, "despite these needs, more and more lives are being lost to senseless conflicts as a result of greed and selfishness."
 
He also added that the easy access to small arms and weapons by armed groups and organised criminals had been the major factor in sustaining armed conflict and troubles in Africa, including cross-border cattle rustling.
During the function, the Commandant of Rwanda Military Academy, Brig.Gen. Frank Rusagara hailed the Kenyan military for the tremendous cooperation with Rwanda Defence Forces especially in training.

"We have a cordial working relationship with Kenya especially in training. This course is one of the usual processes we undergo here," Rusagara said.
The course held on October 30, was jointly organised and conducted by The Peace Support Training Centre in Karen, Nairobi and the Rwanda Military Academy, Nyakinama.
It is mainly funded by the Germany Government through the Germany Technical Cooperation (GTZ) and partly by the British Government
