The United Nations should first seek to address issue which lead to rebellion in
the first instance. people do not just wake up over night and decide to rebel.
The likes of Museveni and Kagame have , over the years dis-enfranchised many of their citizens. In the case of Museveni he has refer to many citizens of Uganda ..particularly those from Northern and Eastern Uganda as backward, animals, anyanya e.t.c, primitive, biological substances.
This kind of utterances by the NRM Military dictatorship against a certain group of citizens have over the years created negative sentiments among those who believe they are victims of the regime's hate mongering escapades
In Rwanda, the Kagame regime has isolated and dis-enfranchised many Hutus who together make up 95 % of the Rwanda population. The control of the economy is in the exclusive domain of Tustis.
It is indeed, apparently very clear that the United Nations has missed this rather glaring examples of tribalism and nepotism as exercised by Paulo Kagama and Museveni .
Guess what United Nations. many a people will fight for their rights! full stop. Don't like it then address the issues which cause people to rebels... otherwise go hung on a tomato tree!! You can talk, rather issue proclamations or statements until thy Kingdom come and nothing will change!!

The United Nations yesterday reiterated its demand that the Governments of Uganda, Democratic Republic of Congo and Burundi take measures to prevent the use of their respective territories in support of activities of armed groups present in the region.
Underscoring the primary responsibility of Governments in the region to protect their populations in accordance with international law, the United Nations has also stressed the importance of ensuring the full territorial safety of the region.
"The governments of Uganda, Democratic Republic of the Congo and Burundi must take measures to prevent the use of their respective territories in support of activities of armed groups present in the region," warned the release.
The countries of the Great lakes have overtime accused each other of using their respective territories in support of activities of armed groups present in the region.
Currently, remnants of rebel groups in the region have sought for refuge in neighbouring countries, using them as bases for attacking legitimate existing governments.
The
press release further emphasizes that States in the region deepen cooperation to with a view of ending activities of illegal armed groups and that they refrain from the threat of use of force against the territorial integrity or political independence of their neighbors.
While adopting resolution 1653 (2006), The UN strongly condemned the activities of such groups as the Forces démocratique de liberation du Rwanda (FDLR), Burundi's Palipehutu-Forces national de liberation (FNL) and Uganda's Lord's Resistance Army (LRA), which continued to attack civilians and United Nations and humanitarian personnel, as well as to commit human rights abuses against local populations.
"The United Nations strongly condemns the activities of militias and armed groups operating in the Great Lakes region such as the Forces Démocratique de Liberation du Rwanda (FDLR), the Palipehutu-Forces National de Liberation (FNL) and the Lord's
Resistance Army (LRA) which continue to attack civilians and United Nations and humanitarian personnel and commit human rights abuses against local populations and threaten the stability of individual States and the region as a whole.' The release reiterates its demand that 'all such armed groups lay down their arms and engage voluntarily and without any delay or preconditions in their disarmament and in their repatriation and resettlement," read resolution 1653 (2006), subsection (8) of the United Nations security council resolution.

The world body further revealed
that it would not be possible to develop the continent as long as its very heart -- its strategic epicenter -- was engulfed in grinding poverty and violent armed conflict.
According to resolutions adopted by the security body, efforts towards peace in those three countries, which had experienced interconnected conflicts, would need international support to gain stability, particularly the eastern Democratic Republic of the Congo.
The United Nations resolution was further endorsed by the Commissioner for Peace and Security of the African Union, the Commissioner for Development and Humanitarian Aid of the European Commission, and the Special Envoy of the Netherlands to the Great Lakes Region.
