Miria sacks UPC chairman

      UPC party President Miria Kalule Obote has shuffled the party's top 
leadership, sacking the party chairman Prof. Patrick Rubaihayo in the process.
      Hajji Badru Wegulo has replaced Rubaihayo who hitherto has been party's 
National Chairman. 

      Wegulo has been the party's Treasurer. Rubaihayo was a key figure in 
Miria's campaign taskforce in the run up to the February 23 presidential 
elections.

      His successor, Wegulo was tipped in 2005 by the then party President the 
late Dr Milton Obote to replace Dr James Rwanyarare as chairman of the 
Constitutional Steering Committee (CSC). 

           
      The CSC replaced the Presidential Policy Commission, which Rwanyarare 
headed. Rwanyarare, a minister in the Obote II government, was the PPC chairman 
until March 23 when Obote fired him together with his entire team. 

      The PPC was the top party organ at the time. It was replaced with the 
CSC, to which some PPC members were reappointed. Rwanyarare was assigned to 
head the Advisory Committee, a job some thought was insignificant. 
      Rwanyarare later took Obote and UPC to court challenging his sacking. 

      In the changes, Mr Patrick Mwondha has been named the party's new 
National Treasurer. Miria (above) beat Mwondha to the presidency of the party 
in November 2005 during the annual Delegates Conference. 

      Eng. Frank Mugizi has been named the new assistant National party 
Treasurer. He replaces Mr Joseph Ochieno who has been named special 
presidential envoy to the United Kingdom while Ms Mary Tiberondwa who has been 
the national women leader has been replaced with Ms Salome Kamure Okayi.

      Former Member of Parliament Margaret Ateng Otim has been named the 
assistant party women leader, replacing Ms Joyce Nayor while Mr Eric Sakwa, the 
former assistant national youth leader has been replaced with Dr Umar Kyeyune.

      Miria also appointed new special envoys including two former ministers in 
the Obote II regime; Mr Samwiri Muwisa who is special presidential envoy to the 
Buganda Kingdom and Dr Mose Apiliga who is special presidential adviser on 
foreign affairs.
      Miria's son and Lira Municipality MP Jimmy Akena retains his post as 
special assistant to the party president. 

      Mr Kasendwa Ddumba has been named special presidential adviser on 
political affairs while Mr Henry Mayega is special envoy at large. 
      In a letter dated November 16, Miria said; "The changes are aimed at 
revamping the party and reorganising it. We are going into massive recruitment 
of the youth as one of the activities of strengthening the party,'' Miria said.

      "Since the elections, some people have demonstrated strength and 
resilience to work for the good of the party and the party president hopes we 
can be able to do a better job with a reorganised party,''said assistant 
Secretary General Chris Opoka. 

      In the last few months, the party has been unstable with changes in the 
party among which the party has placed caveats on Milton Obote Foundation 
properties including Uganda House which houses the party's headquarters.
