A man with dual nationality was arrested and is currently being
held after he allegedly murdered his family. According to a senior official in
the Prosecutor General's Office, Edward Gatare (pictured), who holds both
Rwandan and Belgian citizenship,
reportedly committed the crime in Belgium by setting ablaze a car
carrying his wife, Liberta Uwimana and a daughter Clescence Ingabire.
Prosecutor Emmanuel Rukangira disclosed that authorities in Rwanda knew
of Gatare's escape from Belgium after a tip off by Interpol, after which he was
arrested by Police in Ruhango, Southern Province, in October this year.
He added that Gatare had before his arrest planned to escape to a
'third country' after learning about a manhunt for him.
"We suspected that Gatare wanted to escape to another country through
Rwanda, after learning of the Police's hunt for him. Though he pleads innocent,
he is currently on remand for thirty days as we conclude the investigations.
More revelations from the Prosecutor General's Office indicate that Gatare
poured petrol on the ill-fated car before running away. He has scars all over
his face, arms and chest and we think that these are a result of the flames
that followed him as he was running away," Rukangira said.
He also told The New Times that the prosecution was working closely
with the Belgian Police to collect evidence.
"After thorough DNA tests, it was proved that the victims of the
horrendous incident in Belgium were members of Gatare's family. These tests
helped us to know that the bodies were of a mother and her child. They (tests)
also showed us that they were black not white people" Rukangira said, and added
that thereafter letters were sent to different countries in the world alerting
them of Gatare's escape from Belgium.
The Prosecutor also said that killing them using a gun and thereafter
burning the bodies is another possible trick the suspect could have used.
Rukangira also wondered why the suspect applied for divorce immediately
after entering into Rwanda, something widely viewed as a trick to get over with
the crime he committed.
"How can you apply for divorce with somebody is already dead? This is
also evidence that he intended to kill these people," Rukangira said, as he
showed a copy of the divorce letter to The New Times.
Rukangira also told The New Times that Rwanda refused to heed to
Belgium's pressure to have Gatare extradited on grounds that the suspect holds
Belgian citizenship.
"He first held Rwandan citizenship before becoming a Belgian, that
entittles him to prosecution as a Rwandan," Rukangira said and added: "Belgium
wrote to us and we replied telling them that its not possible because Gatare is
a bonafide citizen of Rwanda."
He added that: Belgium later accepted to cooperate with the prosecution
authorities in Rwanda.
Contacted for a comment about the Belgian extradition request, the
Prosecutor General, Martin Ngoga said: "Gatare should be prosecuted in Rwanda
not only because he is a Rwandan but also because he was arrested on Rwandan
territory. Even if it were a person of different nationality, for as long that
person is implicated in crime and finally arrested here, the law has to take
its course. Those are laws of our country."
He added that there was evidence to show that Gatare killed his family.
"His defence counsels are defending him but we have impeccable evidence
surrounding what he did though we are making final investigations," Ngoga said.
Police Spokesman Inspector Willy Marcel Higiro confirmed Gatare was under
arrest. "It is true we arrested and handed him over to the Prosecutor General's
Office. That case is their's (Prosecution) not ours,'' he said.
