Those who still doubt Museveni's hate for Ugandans, and therefore is merely
using Uganda to destroy the country, please read this.
I could not finish reading it!! I am just pissed. We have wananchis going
hungry; kids who cannot even go to school because their parents cannot afford
to pay their school fees, but must pay poll tax, VAT, plus other taxes, that
end up in Museveni's pockets, only to be use for building schools in
Tanzania??!!
I will calmly opine that Tanzanian government must reject this; Ugandan tax
payers money cannot be used to build schools that ordinary Ugandan children
won't have access to.
Museveni cannot use Ugandan tax payers money like his own money. He came to
power without money. Without Ugandans, and their taxes, Museveni would not have
had this money. So why is he trying to build schools in Tanzania, something he
has not been able to do in Uganda, a country he claims to hail from?
His government has engaged in selling Ugandan land to foreign investors, only
to turn around and build schools in Tanzania??!!
Who does he want to educate in those schools that he cannot educate them in
Uganda?
This man is really taking Ugandans for fools!!
I would urge Ugandans to start scatting compaign so Tanzanian government
reject this move until when Museveni's government comes to terms with Uganda
wananchi, or pay the price for economic illiteracy.
Those who have Tanzania govt contacts please avail them. We cannot be bullied
around all the time! Lets holler loud and cleat in the ears of Kikwete.

Museveni to build schools in Tanzania CHRIS OBORE KAMPALA
STATE HOUSE has entered a contract with a local firm to build two secondary
schools in Tanzania. Multiplex Ltd, a Kampala based firm has been contracted to
build the schools at Nyaligamba, Muhutwe, Kamachumi and at Nyamiyaga Murongo in
Muleba district.
According to a copy of the contract seen by Sunday Monitor, the schools are
expected to cost $932,823.20 (Shs 1.72 billion).
It is, however, not clear who the real owner of the schools will be-- whether
its State House, Uganda government or the President.
Whereas the title of the contract shows the transaction is between the
government of Uganda and Multiplex Ltd, the agreement is signed between State
House as the employer and Multiplex as the contractor.
State House Comptroller Richard Muhinda signed on behalf of the employer with
one Mr Justus Karuhanga as a witness. Two people whose identities were not
disclosed signed on behalf of Multiplex.
Multiplex is known as a firm that collects street parking fees in Kampala.
The acting Presidential Press Secretary Mr Joseph Tamale Mirundi said he was
aware President Yoweri Museveni wanted to build the schools in Tanzania.
I heard about it that Mzee [Museveni] wanted to construct schools in
Tanzania. He asked the Tanzanian government and they agreed; he offered to
build the schools, that one I know, he said.
Asked why the President preferred to build schools in Tanzania rather than in
Uganda, Tamale said: There must be a strong reason. I dont know the reason
but Ugandans look at things negatively. Mzee cant just offer to build schools
for nothing.
There is an apparent shortage of classrooms for Universal Primary Education
and the proposed Universal Secondary Education in Uganda and the government is
struggling to find money to build more.
Tamale said the President could be building the schools in memory of his days
in exile in Tanzania where he taught and made many friends.
He dismissed claims that Museveni could be building the schools to gain
political support in Tanzania in preparation for the East African presidency
when the three countries enter political federation. I have heard that
nonsense. The President has other reasons other than campaigns, Tamale said.
A senior lawyer said the contract between State House and Multiplex may face
legal hurdles. I very much doubt if State House are in a position to sign
contracts. They can only sign a contract as a government and if they had wanted
to sign any contract outside, they must seek sanction of the Attorney General,
he said on anonymity.
The lawyer said State House cannot sign independent contracts because the law
does not provide for it. State House is the official residence of the
President and there is no way anyone can take them to court if they default on
a contract. State House is not a legal entity, he said.
When asked whether he knew about the contract, the Attorney General Dr Khiddu
Makubuya said he needed time to check his records to see whether the State
House contract was included. Hold your fire, we shall respond, Makubuya said
by telephone yesterday.
Government critics have accused State House of taking a bigger budget than
many ministries. State House budget this year is Shs36 billion while that of
Ministry for Karamoja Affairs is Shs80 million.
The Shs1.7b could be new ammunition for Musevenis critics as that money could
do considerable work locally.
For instance, if that money was spent on paying primary school teachers
salaries, it would cater for 8,628 teachers a month. A primary school teacher
earns Shs200,000 per month. The same money can also build hundreds of
classrooms or at teachers houses. Most schools in rural areas have no
classrooms and teachers houses, according to several studies by government and
other bodies.
The money can also reduce Makerere University lecturers salary arrears from
Shs10.4b to Shs 8.7b. That money would pay arrears for all the 47 professors
and the 90 Associate Professors at Makerere. Professors are demanding Shs2.8m
basic salary which totals to Shs131.6m for all of them while Associate
Professors want Shs2.5m which totals to Shs225.8m for all of them per month.
In total, the professors and associate professors would take Shs356.6m a
month. The Shs1.7b can pay the professors for at least four and half months.
