Apparently this is what the BBC wishes to happen to Congo. It is just like it 
used to happen during Museveni bush days where Kampala bus park would be 
deserted in anticipation of the arrival of the NRA.You see, by stating that 
'fighting has flared' is to indicate the inevitable conclusion that the 
fighting is of such a nature as to end in overthrow of the government or 
complete secession. Thus putting the future of the eastern Congo in 
uncertainty. Therefore, the looting can continue as it used to be.None of the 
European powers really wish the eastern part of Congo to be under the control 
of a responsible government so that they can have the opportunity to loot
