dwellers in Kla; etc.
Now you are leaping to "within" transformation. I do believe you are
intelligent enough to know better. There are the interconnectedness, that for
meaningful "within" tranformation, there MUST first be "without" change. So
that what is constituted in the "larger" model, mould the "within" change.
I am not too worried about the "within" change; in fact, the "within" change
is something trivial. Let us avoid trivialities!

More NRM rebel MPs revealed AGNES NANDUTU & MERCY NALUGO KAMPLA
They are averagely young, robust and not afraid to speak out their minds to the
party chairman and other executives. They challenge policies in the party,
which they feel are undemocratic and some out rightly detest the approach of
some party executives.
The new crop of rebellious MPs within the ruling NRM is modeled more along the
lines of the Young Parliamentarians Association, which during its short span in
the sixth Parliament, made a record censuring two ministers and forcing two
others to resign as the threat of censure became real.
YPA led to the emergence of the 7th Parliament force, Parliamentary Advocacy
Forum (Pafo), which became a bigger political force that joined with the Reform
Agenda to create the current opposition Forum for Democratic Change (FDC).
Which road will the current dissenters follow?
Inside Politics explores who is who on the "rebel" list and why they are being
tagged as that.
Mr Henry Banyenzaki: The MP Rubanda West constituency in Kabale district has
emerged as the leader of the so-called rebel MPs, Dr Sam Lyomoki (Workers)
deputises him.
Barnabas Tinkasiimire (Buyaga County-Kibale)
A former Makerere University lecturer is better known for his reverence for the
Bakiga, he calls family. Tinkasimiire is no nonsense and has been said to hit
out at an influential lady MP when she tried to hush him into silence in the
corridors of Parliament.
Beatrice Byenkya: The quiet woman from Bunyoro as Hoima Woman MP, Benkya cut
her mark when she returned the Shs5million bribe to NRM MP in the 7th
Parliament to campaign for the lifting of term limits and has since been tagged
a rebel. She surprised and disappointed her critics in the 7th Parliament when
she did not join FDC but instead went ahead to contest and win on the NRM
ticket. She has fought personal battles with fellow Bunyoro politician Henry
Kajura.
Rose Namayanja (Nakaseke) The tough talking Defence and Internal Affairs
chairperson is tagged "rebel" largely because of her tough stance while
chairing her committees. She has refused to be intimidated by male ministers
and declined to take No for an answer from both the defence minister and army
commander when they have appeared before her. In the caucus she is one of a few
bold enough to raise objections.
Butiime Tom: The former Minister from Tooro after years of disagreeing in the
cabinet crossed the proverbial red line when he turned down a ministerial
appointment saying it would not be useful to his constituents. A retired
soldier, Butiime is not afraid to stand up to authority when he believes
himself to be on the right side of an argument. Butime was one of the leaders
that led a big demonstration, Save Mabira Crusade protesting the give away of
Mabira forest.
Sekikubo Theodore: The Lwemiyaga MP blew the whistle on the 7th Parliament MPs
Kisanja (third term) bribe money. He has had to deal more with local political
disagreements with powerful minister Sam Kutesa and "Yellow Girl" Hanifa
Kawooya who has waged a personal battle to mark him a rebel.
Mary Mugyenyi (Nyabushozi)
Ever since she was dropped as State minister for Animal Husbandry she has
always been critical of the government. As a backbencher, she makes sure she
catches the eye of the speaker especially when there is a controversial matter
being debated on the floor of Parliament. Otherwise as a minister, she used to
be so submissive and loyal to the party. She criticised the government when the
security personnel besieged the High Court to re-arrest the PRA suspects.
Felix Okot Ogong: The other former minister that has vowed to unseat his boss
come 2011. He campaigned for himself and not the President in the February 2006
Presidential campaigns and it is no wonder that he did not survive Museveni's
sharp knife at the reshuffle. Museveni performed poorly and revenged.
Him and MPs Dr Sam Lyomoki and Henry Banyenzaki have always been blamed for
criticising the NRM party and opposing some of the party positions reached at
during the NRM Caucus. These legislators have always debated freely without
bowing down to the party's positions. Lyomoki being a workers' MP, has always
endeavored to represent the workers in Parliament even at the extent of
digressing on the party's views.
He has criticised the government budget and vowed to fight the new Local
Government Tax imposed on workers. Banyenzaki recently said it is only the gun
that can silence him otherwise he will always try to guide the NRM for as long
as it is going astray.
MP Asuman Kiyingi: Is said to be disgruntled that during the February MPs
campaigns he was promised a fat job if he beat the stubborn Bugabula MP,
Salaamu Musumba and indeed he did so but has up to date not been rewarded.
He has disagreed with the government especially on legal issues. The NRM Caucus
last week re-elected several chairpersons to head parliamentary sessional
committees, but dropped "rebel" MPs Henry Banyenzaki and Sam Lyomoki. Sources
in the caucus told Inside Politics that the two were the notorious ones .
Sources said that the Government Chief Whip Ms Matsiko Kabakumba and the NRM
Secretary General Amama Mbabazi are the one holding the list of 20 dissenting
MPs.
According to the source, some of the 20 MPs are set to be dismissed and others
to faught come 2011 elections. The source also told Inside Politics that two of
the rebels are state ministers who are also set to be dropped from the
portfolios. These rebels have been challenging government NRM programmes in the
caucus and others in the House contrary to NRM Constitution.
If Dr Chris Baryomonsi (Kinkizi East) says he objects to the tag "rebel MP"
against any of his colleagues preferring that they should rather be referred to
as MPs representing the interests of their constituents . It is rumoured that
someone had wanted him to replace Dr Lyomoki. He is said to have been critical
on government programmes on health without consulting the caucus first.
Emmanuel Dombo(Bunyoli) was supposed to be dropped while his vice John Arimpa
was set to be relocated. Sources said Mbabazi's team advised him to remove
Dombo from the list of those who were dropped but he remained on the listed
rebels.
Though Mr Asuman Kiyingi (Bugabula South) is on the list of rebellion, he is
set for a cabinet post because he is holding a fragile constituency. He was
listed because of strong criticism on the retention of the PRA suspects.
Kiyingi is a Chairperson of the Rules committee and a member of the Legal and
Parliamentary Affairs committee. He was supposed to be relocated but his fate
was reconsidered.
Justine Kasule Lumumba: She was believed to be on her way out of the NRM
towards the last elections but was restrained apparently for fear of a
constituency backlash. She stayed the course but has been largely subdued in
the caucus though some believe she is on the list of "rebel" MPs.
