I bet you cannot remove Mu7 with votes. He has the guns and can rig the
elections.The UPDF is a personal army. There is another viscous circle you are
neglecting. This is the viscous circle of election rigging, going to court and
court saying the elections had some irregularities but they were not
substantial enough to warrant a nullification. The judgement is already written
even for 2011. They will only change the dates and paraphrase and Mu7 will win
the case against election rigging. As I said,you are chasing wind.
Idealism does not work in Uganda's politics. It is realism that works. I
know how good it is to have a stable democratic country but it cannot work in
Uganda at the moment. Joining FDC is just a key to detention without proper
trial, on trumped up charges, and all sorts of persecution. If it has happened
to Besigye who was Mu7 's Doctor what about lesser mortals. There is no end in
sight to such things. Not even in the elections of 2011 and possibly 2016.
In Uganda's politics the winner takes it all and the loser loses it all
unless something military is done. That is the reality. as long as FDC pursue's
the idealist line it will continue to be the legitimiser of Mu7's perpetual
rule. The man win continue telling the world that he won elections and his
opponents went to court and he won the case etc,etc.. Meanwhile people will be
languishing in safe houses and prisons for no good reason.
Remember those who supported Besigye did so because he is a Retired COLONEL.
They emphasised the phrase, "RETIRED COLONEL". What did they have in mind? and
evemn Mu& was more concerned about Rtd Col. Besigye's candidature. Other
candidates were not a threat to him. Why? Mr. Nzana,pliz answer me.

Your analysis is correct but you made a wrong conclusion. Obote made a
mistake to miltarise UPC, that mistake resulted in Amin, which made UNLA
neccessary and because UNLA sold itself to UPC. NRA had to miltarise itself in
order to remove them.
NRA/M promised a fundermental change that meant that this Power rescued
from UPC/Okello's by guns would eventually be surrendered to the people.
Unfortunately this promise has not been kept. M7 seems to think that to keep
power he must keep monopoly of the guns.
Besigye and Muntu are right, to lay down the gun and attempt to build
people power. If the people of Uganda do not learn to hire a president through
their vote, they will never have the capacity to fire one.
If Muntu or Besigye use arms to remove M7 you may yet again require arms to
remove them. That vicious circle may never end, and true democracy would never
come.
Let us work with patience and courage on the cival front, Victory might be
nearer than you imagene. It is certainly possible. You need to join FDC if you

Museveni has always been an armed politician. You cannot detach him from the
gun. In Uganda power lies in the gun. This talk of elections, democracy,
constitutionalism,etc are just cosmetic.
Even the late Obote new that but could not tell people. In 1980, Obote
asked his political opponents (that is Semwogerere,Museveni, and Nkangi) ,"You
want to be presidents where are your generals?". At that time General Tito
Okello, Brig. Oyite Ojok, etc were Obote's Generals.
Museveni is the only politician who has the generals. Second to him in
having Generals is Joseph Kony. Those are the only people who can rule Uganda
at the moment. The rest are chasing wind. That is my opinion. It is the reason
why I stopped voting in Uganda. In 2006 i was in Uganda at the time of voting
but I refused to vote because I new there was only one candidate who was to
remain President .I Joseph Kony had registered as a presidential candidate,the
contest would be meaningful because then we would have 2 candidates who have
generals.
In fact I have always wondered why Mugisha Muntu and Besigye threw away
their guns when they had presidential ambitions. They should have remained in
the army and pretended to be loyal to Museveni. That way it would have been
easy for them to mobilise from within. But now that they are retired ( without
guns and not even allowed to keep a pistol) they should forget about power.
They are just exciting people for nothing.
If UPC wants power they should go back to their 1980 question,Where are
the UPC generals?

NRM HAS REMAINED AN ARMY
1. The concluded NRM Parliamentary Caucus Kyankwanzi meeting
confirms the UPC long-term held view that the NRM stripped to its bare
essentials has never been a political organization or a party but has always
been and shall remain a ruthless undemocratic army under the firm grip of
president Museveni whose policy decisions are first vetted by the High Command
of UPDF and ratified by a caucus contrary to the NRM Party Constitution that
stipulates which organs are supposed to initiate, debate and implement policy
decisions.
2. It is this Army that captured power on 25th of January 1986 and
established a one party State cum Military dictatorship where political
parties' activities were proscribed. Even with the new political dispensation
under the multiparty system of governance, the space for democratic political
action is fast shrinking as the NRM practical reliance on the military was
symbolically manifested in the dress code of its MP'S at Kyankwanzi. This act
is a total violation of the constitution as the army is supposed to be
subordinate to civilian authority but the image being created by the NRM
government makes them superior to all civilian democratic institutions in the
country.
3. The military High Command in 1989 took a decision to extend the
NRA/M lifespan for 5years.The NRC which was a pseudo parliament rubberstamped
the decision under the watchful eye of its Chairman President Yoweri Museveni.
Remember most of the legislations endorsed and passed by the NRC never
attracted any robust and vibrant debates apart from 'AYES'.
4. The same NRA High Command in 1993 sat in Gulu and took a
decision to amend the 1967 Constitution and provide for the restoration of
traditional rulers and return of the assets hitherto held by the Kingdom
governments. Although the NRM government has refused to return some of these
assets to the kingdoms.
5. After the promulgation of the 1995 Constitution, it has largely
been through the military force that NRM has suppressed opposition political
parties and cheated them of electoral victory. Actually before the
Constitutional amendments leading to provisions for life presidency, popularly
called the third term, the army top brass was summoned to Gulu by the commander
in chief to endorse his life long dream of being president for life.
6. Through out the two decades of NRM'S military rule, President
Museveni true character as a militarist has been exposed. There has been an
endless effort on the part of the NRM leader to regiment every Ugandan into the
military. Under the guise of demystifying the gun and politicizing Ugandans,
thousands of our citizens were enrolled for mchaka-mchaka courses and passed
out as NRM cadres. And in the same guise of training Administrators of
Bonna-Baggawale scheme, all sub-county LC3 Chairmen through out Uganda were
equally regimented. All these categories of our civil servants and the entire
public sector now belongs to UPDF reserve force and are subject to military law
at the call of the commander in chief.
7. Having subordinated the entire executive to NRA/UPDF, Gen.
Museveni has now turned his guns to Parliament. At the recent NRM MP'S retreat,
Members of Parliament who are supposed to enjoy Constitutional separation from
the executive under the principles of separation of powers have now been
regimented into the army and are now the subject of military laws and
directives. Effectively the institution of Parliament has been merged with and
into the UPDF led executive.
8. UPC fears for that day when the judiciary will be regimented
into UPDF since it has always been President Museveni desires to stock the
judiciary with NRM cadres. Our worst fears are that President Museveni
intention and motive of militarizing all institutions in Uganda are not clearly
being seen by Ugandans and the International Community. In case of a showdown
between the long oppressed citizens of our motherland and the military machines
in place, the terrible consequences may likely be genocide.
9. UPC calls upon the people of Uganda and their friends in
International Community to take any available lawful action to prevent the NRM
military machine from dragging Uganda into bloodbath.
