respect, please drag UPC to the court of Law of The Republic of Uganda.
Otherwise shut up and keep your peace.
We have this for the upteenth time about UPC crimes et all. But nobody has
ever really come out to sue UPC. but we see people suing NRA like crazy. Why?
Ask your self this question before you go pallavering about UPC crimes.
Have peace my friend. That yapping does not hold any water anymore in Uganda
my friend.

The advisers of this party have got squinted eyes. When you think they are
looking at you, they are actually gazing at the skies. Equally when you think
UPC will say something sensible, they atterly suprise you with some cheap
popularity political moves. Now you see why I always call these UPC fellas
confused confusers. How can you call for national healing before you apologize

Miria Obote calls for healing Last week at a rally in Lira
district, the UPC president appreciated the many
divisions in the party but called for level headedness.
The national Party officials, Hon. Members of Parliament, distinguished guests,
religious leaders, government leaders in your various capacities, ladies and
gentlemen
On behalf of the National Executive Committee and on my own behalf, I am
honoured to be speaking to thousands of Congressmen and Congresswomen in Uganda
from Lira District.
Allow me in a special way to thank the women of Lango-Sub region and Uganda
generally for not only initiating the idea, organising the people and setting
the pace for this grand event but more importantly, inviting and officially
welcoming me home. I had gone to represent the women of Uganda at an
International Women Conference in Nairobi in 1985 when the coup took place and
after 20 years in exile, the women of Uganda are welcoming me home. What a
coincidence. I appreciate this undertaking because East or West home is best.
Indeed the women have set the pace that must be emulated by the rest of the
country through arranging programs from your areas and not wait for the
headquarters.
I am extremely happy to be here. Lango and Northern Uganda is not only regarded
as the traditional political base of UPC but despite the 20 years of one party
cum military rule of NRM and in spite of the untold suffering meted out against
the people of Northern Uganda and commercialisation of politics, your loyalty
and faith in the Party is unquestionable.
My message today is that of reconciliation and forward-looking in terms of
rebuilding and strengthening the party. We must begin to heal now, charity
begins at home. Over the years a lot of things have happened during the NRM
monolithic movement system of governance that led to quarrels among party
members, a lot of people got hurt in the process and some were forced to
temporally take shelter elsewhere when our house was on fire. The fire has been
put out and the time to forgive is now. We must forgive each other and start
afresh to rebuild our party. The process of reconciliation is ongoing both at
the grass root and national level.
I would like to appreciate the principles, sacrifice and the spirit of
voluntarism displayed during the LC5 by-election of Apac district and
Parliamentary by-elections of Oyam South constituency. This must go a long way
to unite, strengthened and permanently consolidate us on the ground. From now
onwards no political party should win any seat in Lango apart from UPC. The LC1
and II elections are coming, make sure you sweep all the positions.
I am told that this same spirit of voluntarism was exhibited last weekend
during the cleaning of Lira Municipality by the youth. The town looks extremely
clean and beautiful. I would like to thank the area MP for a job well done.
This kind of spirit must be extended to assisting the Internally Displaced
Persons who are returning to their homes since government alone cannot fully
resettle and rehabilitate their lives.
I urge you to assist them in any possible way. Please be your brothers' keeper.
Since the return of multiparty politics and my subsequent election as UPC
President, we have achieved the following:-
(i) Set up various committees such as Election Evaluation Committee,
Secretariat Restructuring Committee, Party Promotion Committee and
Reconciliation Committee.
(ii) Mainstreaming, mobilisation and sensitisation of the youth nationally. We
have held regional seminars in Gulu for northern, Soroti for eastern, Mityana
for Buganda and Bushenyi for western.
(iii) Mainstreaming of women into the party structures and the workplan for
their mobilisation nationally is out.
(iv) Putting in place an operational Secretariat with skeletal staff at the
Party headquarters in Kampala.
(v) Developing a Strategic Plan that will see us win the 2011 general
elections.
(vi) Holding of the Central Executive Committee meeting on 26 May 2007.
(vii) To strengthen our district structures, the party has developed a district
programme under which district officials are being trained and refocused to
meet the challenges of the changing times. This programme has already covered
the districts of Mbale, Gulu, Kayunga, and Mbarara as pilot districts. Over 20
districts were invited at a joint UPC District Leaders conference to share in
their experiences at Ranch on the Lake Country Club-Entebbe on 14 th -15th June
2007.
(viii) The party has also undertaken a comprehensive review of its constitution
with a view to refocusing its ideology, values and aspirations and
strengthening internal democracy. The process of approving of these amendments
through the party structures is underway.
(ix) Following the tabling of the Strategic plan and the proposed
Constitutional amendments before CEC, the Party is in the process of conducting
regional meetings to popularize and implement the strategic plan and make
further consultations on the proposed Constitutional amendments.
(X)The first part of these meetings has just been concluded for Northern Uganda
in Gulu on (19-21 August 2007).There will be similar meetings in Western,
Eastern and Central Uganda culminating into the holding of National Council and
thereafter we shall hold a delegates conference to approve the Constitutional
amendments and other reports.
Finally, I would like to emphasise that the door is open to all party members.
Please come back home now and fully prepare yourselves to contest for both the
elective offices within the party and national politics. Our achievements just
in one year prove that UPC is moving steadily, systematically and is
unstoppable.
I particularly call upon the women and the youth to join the party in large
numbers since you are at the core of UPC programs. Allow me in a special way to
thank our brothers and sisters from the neighbouring districts and those from
other parts of the country who have joined us in this occasion.
Special thanks to the organisers for a superb arrangement that has enabled our
successful and memorable visit to Lango Sub-region. We shall Rise and Shine
again and once more rule this country

The Diasporas (known in Uganda as Nkuba kyeyos) possesses various forms of
capital, e.g. investment, intellectual (professional, technical, and
entrepreneurial skills and expertise), social (trust, values, relationships),
and political capital (lobbying, advocacy), which could be positively mobilized
for Uganda's development.
The African Union also has recognized the Diaspora as an important
stakeholder.
The Diaspora is now seen as the 6th region of Africa. The Constitutive Act of
the
African Union was amended according to a proposal by Senegal, leading to the
adoption of a new Article 3(q) which declares that the AU shall "invite and
encourage the full participation of the African Diaspora as an important part
of our
continent, in the building of the African Union". Along the same lines, 20
seats on
the AU's Economic, Social and Cultural Council (ECOSOCC), are reserved for
Diaspora organizations.
At a recent UN conference on Migration and Development that was held in
Brussels, the contribution to development made by the diasporas was emphasized
, later that day I discussed the matter with Professor Tarsis Kabwegyere,
Ugandan Minister for refugees and Disaster preparedness.
This therefore, is to request the President to introduce a new constituency
and a new ministry for the Diaspora considering that some constituencies do
comprise of not more than 30,000 citizens and yet we number more than 150,000.
Add to this, the remittances that are in excess of 700 million dollars per year
that we send, far more than Uganda's most cherished export can fetch. We also
own property, businesses and have families in Uganda.
Diasporas can also be seen as a special group of investors as many have the
capacity to set up SME in Uganda. These SMEs are believed to be the engine for
growth and development and in the west; they create more jobs than the big
companies.
The Diasporas are the best ambassadors of Uganda to the host societies
although some of them turn against the government but that is because they feel
neglected and unrepresented. The government will be wise to tap into this
otherwise untapped resource
For most us the first thing in morning is to read the New vision and later
after work, the monitor chat room is our common bus stop.
Many African countries like Mali, Senegal and Rwanda already have a ministry
for the Diaspora, so Uganda too, should follow this good example.
For the good of Uganda and for the interests of the kyeyo people, your cry
has been heard, it said that you can no longer continue to have no say in the
things that are dear to you.
Although I love Belgium and its food, nothing makes me as proud as being
Ugandan.
May be one day we will return home, but until that happens, our interests in
Uganda need to be represented, and pursuing Uganda's interests abroad should be
our collective duty.
