Nigerian and Ethiopian centro-federalism

Many a people - like commentators above - do not understand what federalism
is all about. Nigeria and Ethiopia may be federal countries on paper, but
unitary in practice. What does this mean? It means that everything is
decided from the center, and that's not the essence of federalism. 

The UK is a unitary country on paper, but federalist in practice. That's why
the lockerbie terrorist bomber was released by Edinburg, while London was
looking on. This is the true separation and devolution of powers. 

It's a pity that Ugandans are masters of displaying their intellectual
bankruptcy and inferiority in public like this. Ask that guy above whether
he knows the difference between US and Canadian federalism and you will be
surprised at his answers. God help Uganda.
