I really get very disturbed at the pace we pick up these pointers. I flew to
Uganda just as The Movement was establishing its self into power, and I was
very disturbed when I was asked to report to an RC. You see there was this
structure that was a full government, I had to hand in my passport to a
drunkard that never even knew how to read it. This individual had more
powers than the Police officers, he would arrest anyone for he had the
arresting powers, but he had no jail. So he would arrest him and put him in
a police jail that with in its self never made sense. But it got even better
for if he arrested someone, a Police officer had no authority to release him
yet if he wanted a prisoner arrested by a Police Officer he would release
him at a blink of an eye. But this same individual was not paid a salary
when Police was paid a salary. How the hell did that make sense? In fact I
remember a piece I wrote in Monitor and advising Uganda Government to simply
stand up and shut down the Police force way back in I think 87 for I failled
to understand the line separating the authority of RCs and Uganda Police
officers.

 

Ugandans saw no danger into this jungle government system, they praised it
as a very good system for manage ffe twelondera abatukuuma crap. But at that
time I had just flew out of Cuba and I had seen how that system works and I
simply hated it for the ones in Cuba know exactly how many eggs your chicken
had and they decide how many will be sold. Any ways Cuba now has got better
than it was then. But Ugandans failed to ask these questions at that time.

 

Uganda government has continued to bash Police services to infiltrating it
with UPDF yet the army and Police both have very different training. The
army goes by instructions and the Police by reasoning and making intelligent
decisions. If you look carefully actually Police stopped to be rehabilitated
and all their barracks went to disarray for the government never needed
them. But it was those same stations the Besigye’ s targeted and blown up on
a daily basis. So you see the trend now? Even if Besigye gets to power today
never think that we will have a functioning Police force for the agenda of
the Movement does not include professional policing.

 

We need to know better and raise these issues than whimpering with supports
till it blows up in our faces.

Robert, If no one warned you, I have a crystal ball I look into every once
in while and i can clearly see where you are leading with this.  Do not go
there, because I will be the first to give yo u a bloody nose before our own
GoPo (MIA) comes for your head - he takes no prisoners!  Ban police and
legitimise UPDF? Just kill this thread real quick before someone gets hurt!

Kayihura were brought in  as Police officers we opposed it and you never
cared a blip. Well you saw it good for they were brought in to oppress UPC
and its members and you forgot that this was going to be after you at last

nonsense of failing to separate the powers of Police and RC chair men? You
still never saw a problem into that, for they replaced law fighting entity
that is trained by men walking from Malwa pub to run the law. And today I
have started to see Ugandans calling for a total ban of Uganda Police
entirely.

 

Wasn’t that the agenda of the government to start with? You need to start to
listen to your selves sometimes.

maybe the dabate would have been about the differences between Uganda police
and UPDF as they dual tend to swap uniforms when Ugandans take to streets to
demonstrate againt violation of their rights.
