I have read your statement to the parliament of Uganda just before you were
elected to be a representative of Uganda in The East African Legislature. I
have adored your vision and I have nothing but praises to see that you are
pushing a program that can create a large single market, a better
communication and movement of goods within the Great Lakes Region. As a
Canadian I fully understand how building combined markets work and we have
done it in the Brian Mulroney free trade agreement,  yet even Stephen Harper
has signed a number of agreements with Mexico and several Southern American
states. So building a one market is not a bad structure. But I am very
concerned about the structure of the East African legislature and on several
boundaries. Yes you have been elected to represent our country into the
legislature and you are in Arusha, but you are structuring out the very
programs that will result into signing long term deals that will be
beneficial, but used by our region and on a long term. The agreements going
to be signed by the East African Legislature are going to directly affect
our movement, our markets our banking sectors and our lives literary. But
although East Africa expanded as it is today to include Rwanda Burundi and
what have you, we all have failed to finance this organization. We have
failed to get a man like Iddi Amin that would have talked to Uganda’s
friends for example to help us with its finances. This organization is being
funded and financed by the Europeans.

 

Chris, the Europeans especially the British have been in this region for ion
years yet we have absolutely nothing to show today than the tripling of the
small weapon supply to Great Lakes. We have seen Tony Blair as an advisor to
the Rwanda president when we have a catastrophe into The Democratic Republic
of Congo where we have lost a whopping 5 million people, in estimate. But
linda Chalker is not a help either. Bottom like United Kingdom is not about
our interest but its own interest. And yet today it is financing one of the
most internally affecting projects in our region. My fear that has pushed me
to make these notes to your very good office, is that the British cannot buy
the piper and we call the tune. But I also wonder why a country like United
Kingdom that has been in Great Lakes this long, failed to realize that East
Africa needs to be united into such an organization up and until when China
started to go into the region aggressively. China has not only moved into
Africa to threaten the British bread and butter they loot from our region
but it has also started to enter Europe deep. Just yesterday China signed a
memorandum of understanding with the government of Denmark worthy billions
of dollars. This threat must push countries like UK to create an
organization like this so that they can scoop out as much as they can for we
are not organized as East Africans.

 

My concern is why was it necessary to create this organization when we knew
we will not be able to finance it, but what steps have you as Uganda
representatives taken to see that you are not the war lords of UK against
The entire Great Lakes Region?
