They are not wasting money because they are way ahead of the game than you
dare think they are. They have managed to be in power this long for they are
ahead of the game, Paul Kagame is failing and very rapidly. They need
information from us to even help them to deal with foreign governments, many
of the friendly senators for example, are built by Ugandans in diaspora and
handed to Uganda government. But Uganda government controls some immigration
policies especially in UK Denmark and Norway, we find it tough to believe
that many anti Movement Ugandans fail to get status in those countries if
Uganda government doesnt have a say into those decisions, but very
importantly, Ugandans in diaspora become a danger if they get organized,
thus Uganda government stands very close and watch how you organize your
selves, many of the organizations that you make end up taken by Uganda
government and it is very good at running them with you inside. And with
time they are going to run UAH it is only when, trust me I have lived long
enough to know how they plot. If everything is alright and Uganda government
has no influence in our lives, why do you have such a high number of un
identifiable people?
Do you honestly believe that we have a Ugandan called Mulyazaawo Timpula?

daily basis and i get paid, then they should 'recruit' me and i chew this

I don't think we have got any axis of 'spies ' here in the UK or abroad.
What is there to spy on? Majority of Ugandans I know here are either in:
education, 'kyeyo'(working) and self-employment (few numbers). Yusuf
Salabed is among the few in self-employment and he is a descent bloke as
far as I know. People don't have time for anything such that you, guys, in
Uganda are closer to us through online interactions than Ugandans here.
Everyone is doing something that keeps them busy 24/7 but at least we can
access computers/internet 24/7.
So, what would be in a spy's report in case reports are sent back to Kampala
on a monthly basis? There is nothing to spy on here at all. If the
government is spending money on anybody for this role, they should actually
be asked to refund the money immediately because they are passing over
imaginary false information.
The good thing is that PM, Mbabazi, is a member of this forum and he is into
security matters because of the network he has built over the years. He
should clarify on this matter if they have got spies abroad or not, if he
wishes to. Even the embassies abroad have got less work to do. So, why waste
money on spies abroad.
Yes, countries use their espionage capabilities to spy on whoever they feel
they need to, whether those countries are their allies or enemies, but we
dont have such resources to splash money on such activities. For instance,
there have even been accusations that the US government has used spying to
aid US commercial interests, but if a country like ours is still buying junk
military jets( like the one I have heard that crashed in Kenya), how can
they afford money on spying abroad? The United States primarily uses, or
completely uses "national technical means," i.e. Electronics and spacecraft,
to spy on other countries but I cant see how a certain Ugandan in London
can pass over credible information to Kampala government about nkuba
kyeyos who have got daily routines here in the UK.
It should go without saying that observing the dispositions of the enemy
requires accurate observational skills in order to draw useful conclusions,
and formulating strategy requires skill in itself. For example, I cannot
know who exactly Mr. Otto Patrick is unless if I get closer to him in a
stable environment other than UAH, for a longer time. Telling us his real
names now may help but we cannot know much unless we get much closer to him
(if he allows us to).
Some people think that you can know who the person is because of either what
they post on forums or through IP addresses or what they say over the phones
but this is not true. An IP address can be said to resolve to a domain name
or vice versa, but saying that an IP address can reveal who the person
behind the computer is a real joke of the century. So if you're going to
look at a trace route and draw conclusions from it, then you'd better
understand exactly what it is that you're looking at.
It is a Catch 22 in espionage that spy agencies rely on information, and
corroborate it as much as possible, and this requires a great deal of
resources which the Uganda government does not have. This is the reason why
I believe that the so called Uganda spies back home accuse people of crimes,
majority have not committed- simply because we dont have the resources to
evaluate the information received. If Museveni is told that Besigye is doing
Buyekela(rebel activities), he just jumps out of his chair with his B/P up
for no reason and immediately calls General Aronda to do something about it,
because we are a poor country. The president does not have credible sy
agencies to rely on because this is expensive stuff that are institutionally
built for years.This is why the government has been losing Besigye cases
because they just jump on anything in front of them without serious
evaluation.
Yes, there are spies in Uganda but I dont think we have got spies abroad
simply because there is nothing to spy about.
