DRC rebels M23 ready to dialogue with Ugandan President

(AFP) - 11 hours ago

KINSHASA - Rebels of the March 23 Movement (M23), who face the army since
May in the eastern Democratic Republic of Congo, are ready to meet President
Yoweri Museveni to find a solution to the crisis, has on Monday with the
armed group.

Saturday, a mini-summit of the International Conference on the Great Lakes
region should define the contours of a neutral peacekeeping force. The
meeting, the third of its kind in two months, finally ended without concrete
progress.

However, the Conference mandated the President Museveni to "continue
discussions" with the parties in conflict, according to the Rwandan Minister
of Foreign Affairs, Mushikiwabo.

"We welcome this initiative from His Excellency Yoweri Museveni to negotiate
with us. We will sit down with him to present to our specifications," he
told AFP Lieutenant Colonel Vianney Kazarama, spokesman of the Movement
March 23.

"We expect our extraordinary congress" planned this week "that will meet the
high command, the military officers and members of the political bureau of
the M23 to make a decision on what will be in our specifications," at he
said.

The objective of the dialogue is announced to find a political solution to
avoid the use of force.

Ugandan President a "combined hard to convince the heads of state and that
there is other way than dialogue. (...) We would like the head of state
Joseph Kabila was there. He must be there, we talk to him, "insisted the
spokesman M23.

After leaving the mutineers opportunity to return to the army, Kinshasa has
hardened the tone and refused any negotiation with recalcitrant.

The M23 has also called for civil society and opposition attended the
dialogue to "empty completely the problem of the crisis," but they do not
hide their animosity towards the rebel movement, which they blamed for many
atrocities (murders , looting, racketeering ...).

Asked about whether or not a dialogue that would include Rwandan President
Paul Kagame - absent the Kampala summit, unlike Joseph Kabila - the rebel
group found his presence unnecessary.

"No, no. It depends on the willingness of Kinshasa and Uganda mediator, but
we do not have a problem with the Rwandans. Matters is that President Kabila
is there (...) because the problem is Congo-DRC, "he said.

Rwanda has accused the DRC to support the M23, but Kigali denies.

The mini-summit on Saturday in Kampala concluded that the neutral force to
be deployed to eradicate armed groups in eastern DRC chronically unstable
will be operational in three months, under the mandate of the African Union
and the UN .

It should be particularly dam M23 and the Democratic Liberation Forces of
Rwanda (FDLR), a Hutu rebellion fought by Kigali for his alleged involvement
in the genocide in Rwanda in 1994, and who commits abuses against the people
of the region for years .

The major part of the soldiers are from the M23 Congolese rebel National
Congress for the Defence of the People (CNDP), charged at the time of being
backed by Rwanda and integrated into the army in 2009 after a peace
agreement with Kinshasa, they demanded full implementation.
