You are probably right ...about Kabira's Predicament. ..But then again the
man's back is against the wall...not so?

Let us face it: kabira has a dis functional  rage tag corrupt gang of thugs
which passes for the so called DRC " national" Army. These so called DRC
National Army can not possible defend DRC from Rwanda Supported M23 rebel
fighters...

Kabira is left begging the UN to defend his ass...and at worst just make
noise., 

 

The best Kabira can do is call in the Angolans  the  Zimbabweans and
possible the Namibians to defend his ass. Fact is both Mucebeni and Kagame
are very much afraid  of the Angolan/Zimbabwean /Namibia national Army. 

 

Kagame and museveni learnt a bitter lesson from the
Angolans/Zimbabweans/Namibia. That lesson left a bitter after test, so to
say, in the mouth of Museveni/Kagame .

 

If I were Kabira ,I would have called on the Zimbs/Angolan and Namibians a
long time ago.....Indeed, Why do you think as soon as there is a  mere
mention of the possibility of introducing the Angolans into the theater of
war to flush out M23..immediately museveni jets off to Luanda to talk sweet
talk with the Angola's Edwardo Dos Santos???  there in lies the zest of the
matter!! if you did not know  ..now you know

Monday in Kampala for a new high end unrest in the eastern Democratic
Republic of Congo where a proposed neutral force sent to the border with

The Kampala meeting, which is the host President Yoweri Museveni, is the
fourth in three months organized by the International Conference on the
Great Lakes region which includes eleven countries.

The crisis has increased tension between the DRC and Rwanda, Kigali Kinshasa
accused of supporting the rebellion of the March 23 Movement (M23) which is
experiencing a resurgence of activity since May in North Kivu, on the border
between the two countries .

Presidents Joseph Kabila and Paul Kagame should attend the summit in
Kampala, although their last meeting dated in late September on the
sidelines of the UN General Assembly in New York, did not produce any
concrete results.

"The presidents of Rwanda and the DRC are expected because the meeting
focuses on the situation in eastern DRC," said Ugandan Minister of Foreign
Affairs Henry Okello-Oryem.

Tanzanian President Jakaya Kikwete should also be present for his country
could provide soldiers to the neutral force whose deployment is planned in
the area, said Mr Okello-Oryem.

The M23 is made up of former rebel Tutsi ethnic group in power in Rwanda
since the genocide of Hutu in 1994, which had been integrated into the
Congolese army in 2009 but took up arms against government forces in the
spring. DRC and the UN accused Kigali of supporting the rebellion
militarily, that the Rwanda denies.

The previous record of the Great Lakes, which was held on September 9 in
Kampala, had said the concept of a neutral force, the principle of sending
in the eastern DRC was decided at previous regional meetings.

He predicted that the international force would be deployed "as a mandate of
the AU and the UN" in three months, ie before the end of the year.

"This international neutral force to eradicate all the negative forces
operating in the eastern DRC," the Great Lakes Conference.

But previous discussions have failed to advance the practical issue of
deployment.

"Who would participate, who would do what, who pays? Must work on the
concept for the Security Council of the UN will demand very specific
elements" before adopting a resolution on a new force in the DRC
acknowledged last month Hervé Ladsous, Deputy Secretary General of United
Nations operations peacekeeping.

The UN already deployed in the DRC's most important mission in the world
with 19,000 uniformed personnel Kigali but does not hide his distrust him.

To complicate matters, Kivu is the theater for twenty years disorders armed
groups who target civilians and engage in trafficking of natural resources
that abound in the region.

Analysts are pessimistic about the outcome of the new Kampala summit.

"Unfortunately, (the Great Lakes Conference) seems to promote a solution
unrealistic and ineffective in defending the deployment of a neutral force
of 4,000 men to the border between Rwanda and the DRC," the International
Crisis Group estimated in a report published last week
