Uganda needs democracy and who is in a better position to fire up that
discussion than Ssabassajja Mutebi making Mengo a center of democratic
principles? Let him stand up tomorrow and declare that Mengo will have an
elected Lukiiko. Mwami Mukasa who represent you to Mengo as a Muganda? Do
you know him? How did he get to represent you to Mengo? Do you know the
length of his term? Do you know how he can be fired? And yet Mengo was never
structured by Museveni so we cannot actually blame Museveni on this one, can
we? Given its size, its economy, its location in the country, if Mengo can
become a democratic structure, what a beating Museveni can take !!!!!!! For
you see that can be used as an example to the government on how democratic
principles pays off. But today you have Ssabassajja a tyrant leading Mengo
in the center of the country, he has the last powers, actually when you look
at the way Mengo runs, Ssabassajja has the authority to bring you in the
world and to take you out, so he as a tyrant looks into State House a second
tyrants office and he asks for money which the tyrant in state house gives
it to the tyrant in Mengo. The rest of us as society end up as the guy
kneeling for the King of Toro is passing. And that is the problem we have in
Uganda for you stand in a public forum and testify your support to Mengo,
but you do not look at the tyranny with in, you only see the one in State
House.
But we also know that this Mengo built this state house.

How are you?. I am disturbed by the fact that you see federalism as a bad
idea for Uganda. I am also disturbed by the fact that many Ugandans have a
misconception that Uganda is under a unitary system of government.
Uganda is not under a unitary system of government neither is it under
federalism. UK, Sweden and other countries are not under federalism but
unitary. Uganda is under company rule. The company whose directors are Tutsi
militants are running Uganda under a one man's show. We are under
dictatorship.
It is until Ugandans solve the issue of democracy that we can chose which
system each region in the country should adopt. Democracy means that power
will belong to the people. The implication is that once people in all
corners of Uganda get this power in their own hands, they can easily chose
which direction they want to go. In Scotland, people are soon going to chose
which way they want to go. This is what people power is all about.
The federal/ unitary system debate will be more useful if we have a
democratic environment where people are free from oppression and gross human
rights abuse by the company rule which we have now.
Solve the issue of democracy and then bring the federal/ unitary debate.
Short of that, keep your peace for ever.
Federalism does not ensure democracy. All it does, is to make the already
achieved democracy more perfect. Therefore, you need democracy before
adopting unitary or federal system.

Leave the unitary system alone.

If the health services in Jinja were run by the indegeneous Basoga who
actually benefit from the same service one wonders wether they would have
allowed it to come to this state; I just wonder.
Can one tell me that Jinja has not been able to collect taxes to finance
