Churches do good into society, for example here they feed the hungry, I  am not 
a follower of Uganda church structure but I am sure they have some communal 
service they do in Uganda as well, but they do all these things based on how 
much collection they got in the year for Pastors Sheiks and Reverends do not 
create money they use what people take in. Will the government fund these 
projects and based on what Mathematics? I am so bothered that this has not 
caused fireworks in Uganda society and I question the stand of FDC UPC and DP 
on it for this is going against a very basic fundamental right.

Where is the opposition with its stand?

Make no mistake here; the M7 regime wants absolute power to control the Ugandan 
people pure and simple. Right now there are only two major institutions the M7 
government has tried to break up and control without success:  The Buganda 
culture and the mighty Catholic Church. This move is nothing else but intended 
to systematically target the Catholic Church with its successful and second to 
none financial institution - The Centenary Bank.

If the government were genuinely serious about reining in on the crafty 
religious sects that crop up, why not develop a strict law to regulate their 
formation and activities!
Otherwise, the M7 regime will be violating the fundamental freedom of worship 
for Ugandans. The basket collections is a religious ritual - hence part and 
parcel of worship. People offer gifts and money to God in appreciation of 
whatever they believe is His blessing to them. Now is the government gonna do 
that on their behalf?  How strange!!!

The moment you turn the church into a government funded sector then all 36 
million Ugandans are going to belong to a somehow church. By the way here is 
another one, Namirembe is fundraising from its members to refurbish its church, 
will the government fund that too? And that question goes to congregations that 
collect money to build bigger and new churches, will they walk to the minister 
with  a plan and a budget? May be the only way to control it is by setting up 
standards required for one to register as a church but to educate the 
population as well  not to dump all their savings into the church. I think this 
only requires public education than slamming a full door on them. And if a 
Police Force and the army have ghost  officers, how will you prevent ghost 
prayers? I question if this has been studied at all before getting thrown out 
there. It will be very interesting to see how it gets implemented. One issue I 
would take with especially well established churches as Anglican and Catholics 
with SDA, is sending money to their non-Uganda headquarters, I am very 
uncomfortable with that and for a very simple reason we as Ugandans get a very 
bad deal out of that. When I came to these countries I was so surprised to 
learn that Reverends and Pastors have a retirement package done by the church 
headquarters, the ones in our African countries do not have that pension, yet 
the money funding these pensions comes from our people and it comes here. I 
would stop that, if you are a Catholic Church in Uganda send all your money to 
Rubaga than to Rome. That would be a sensible step to be taken by the 
government but refusing them to collect money from the parish is unattainable.  
And one  wonders how this will affect Natasha with her church !!!!!! EM
