It baffles me when people state that Federalism is a solution to Uganda,
Federalism does not build democracy it is a sign of a country that has
democratically developed. In other words if a country is un democratic you
are better off leading it by using a unitary system. Do you really want to
move Barigye from Kampala to run Rukungiri? How will you know exactly what
he is doing down there? Secondly Museveni is a bad leader let us not go
there but the creation of these districts is a sample of federalism, and
those districts actually get funding from Uganda government, the money might
not be enough but it is allocated. Can you go back and tell me what the
little he has given them has done in Butaleja? Do Banyankole run Butaleja?
Does Muhoozi run Butalejja? So why does it fail when it is ran by the very
people that will run it in Federalism? You see these are the good reports we
should have been reading from out there in those districts for Museveni
actually handed them the powers to run their districts, they have a District
commissioner a woman representative and so on who are funded by Uganda
government, in all follow ups on Uganda politics I have not heard that the
districts are not funded, what I hear Is that they are funded low, had they
not been funded the MPs would have abandoned those posts already and they
have not so far. So there is money into them. Now stand up and tell me the
little they have archived and tell me that they failed to do better for they
did not receive the much they needed to run the district better. And you
simply do not have it. Yes we have gone after Museveni, yes we have
understood how a bad leader he is, yes we know he has a poor governance, but
why are the districts failing locally?

 

And you think by renaming Butaleja from a district to The Province of
Butaleja will make it accountable?

Any move which promises solutions to our shattered country is welcome. I
wish conference participants good deliberations; I would surely attend if it
were the already fully booked schedules but will attend future discussions.
Federalism is what I have always argued for our country, a unity in
diversity.
