Friends

 

I have just requested for a section into FDC constitution that states that
to stand for presidency you do not have to be a party leader, I hope one can
post it. For right now I am directily questioning the intelligence of
Mugisha Muntu himself. You cannot be a leader of a party when you cannot be
guaranteed to stand for the presidency. Why did Mugisha Muntu agree to lead
the party when it was built on an autocratic base of the only man to ever
stand will always be Dr Kiiza Besigye? Is Mugisha Muntu that stupid? Geez
!!!!!! And I can shallowly understand when a party president fails to be an
MP but to by-pass a party leader and some punk out of the membership, and a
punk that has lost three times to stands,  that is brand new to my knowledge
of politics. And how will this work? So Mugisha Muntu will stand in the
campaign and call on every one to elect his baby sitter, or Mugisha Muntu is
now the baby sitter, how does this actually go? We are way screwed than I
realized.

 

Please anyone that has that section post it, for this is pretty new even for
me.

Dennis,

Mulindwa already knows the answers to the questions you have raised:

1- the position of the party president in FDC is different from that of the
party presidential candidate. I don't wanna write anything anymore about the
current FDC president more than what I stated during the party presidential
campaigns. So, I will just leave it at that.

 

2- FDC have got 2 constituencies in westernuganda.Wafula Ogutu should give
you the details but  I know they won elections somewhere.

 

3- FDC have got their own internal problems at the moment like any other
party in Uganda, but the biggest problem is that party supporters have lost
morale. It's gone!

Has FDC never won a constituency in Western Uganda? All along I had thought
that Kasese District (represented by Hon. Kiiza Winifred Nyabahasa-the
Opposition Chief whip), Bushenyi Municipality (represented by Hon. Odo
Tayebwa), Rukiga County (represented by Jack Sabiiti) and Rukungiri
Municipality (represented by Roland Mugume) were constituencies in Western
Uganda and that those Mps won them on FDC ticket! But now it seems I had got
it all wrong, at least according to Hern Edward Mulindwa. Perhaps those
constituencies are in Northern Uganda or those MPS are NRM?!

Does Abbey Ssemuwemba realize that Dr Kiiza Besigye left politics by the
fact that he is no longer a leader of FDC? You cannot claim to use
international friends intelligent enough to put pressure on Museveni but not
intelligent enough to realize that FDC is today lead by Mugisha Muntu, and I
can so push this opine that if anyone is not intelligent enough to
understand that FDC has a leader thus a potential leader, that individual is
not intelligent enough to push Museveni to any corner. Which makes one
wonder about this very terrible Ugandish reasoning, so what exactly does
Abbey Ssemuwemba see in 2016? An election where Kiiza Besigye is a president
of Uganda? Under what party? He fires Mugisha Muntu then he leads FDC to be
a leader of the party in power or he will be a president under no party? If
he would be a president without a party why did he spend all years in FDC?
Was that to lie to everyone but his intentions was to lead that is it? How
exactly does this work? 27 years in this illusion and we still hold
expectations with a Movementists that has kept Museveni into power by
building his democratic illusion? And we call it a political capital? There
is also another adage, If Abbey Ssemuwemba still think Besigye can lead
Uganda come 2016, just how many Ugandans has he failed to go to politics? In
2005 I said that Besigye and FDC will never lead Uganda, you cannot expect a
party that wins a merger 37% of the vote to win, it does not own a cradle in
Uganda, it is supported by hooligans thus urban centers that have so many
Bodaboda operators that use it to loot things out of the city, and you call
that political capital? By the way I think that FDC has never won a single
constituency in Western Uganda that is scarily. I can visualize Museveni
reading Abbey Ssemuwemba’s writing and he cracks a rib laughing his behind
off.

 

We honestly need to be/do better than this.  Geez !!!!!

Rob,

I really doubt that Dr.Besigye might be retained anytime soon because that
is what exactly he would want them to do, as it gives him more political
capital. Yes, Tinyefunza is a risky subject for anybody to discuss in public
and I'm still wondering why Dr.Besigye decided to publicly disclose his
London meeting with Tinyefunza. He knew the risks involved. But then again,
he is very intelligent man who knows when to press Museveni's panic button.

 

So, if they attempt to detain him for treason because of this meeting, they
risk turning him into a 2016 messiah , and I don't think Museveni wants
that. Not to mention the fact that the international community will come
down strongly on the regime in Kampala if Besigye is detained for a long
time. Yes, Besigye has made some powerful international friends and they
would do anything to protect him. A Besigye in prison is more dangerous than
a Besigye rooming about !

"....for three months we have been waiting for him. ......he knows my
address." This was Museveni's reaction to the press regarding Gen.
Tinyefuza's threats of using force against him. The tone used by Museveni
depicts an underlying anger and panic. 

For the last three months they have not only been waiting for him but have
also been preparing for his coming. Here below are some of the contigency
plans:

1. Moblising NRA Veterans from the western, central and eastern regions
against being lured into rebellion.

2. Establishing a Tinyefuza task force headed by Aronda with a tast of
providing perodical assessment of the threat level and the operational
effectiveness of all security agencies.

3. Intelligence agencies using both human and techinical means to intensify
surveillance on Senior goverment officials, security officers, and Buganda
Kingdom officials.

4. Finalising the process of declaring him an army deserter. Presurising
Parliament into declaring vacant the General's seat in parliament. 

5. Charging the General with desertion and treason in absentia.

6. Arresting and interrogating Dr. Besigye over the meeting he had with
Tinyefuza in London with view of bringing up charges of either treason or
misprison of treason. This will discourage others from meeting him in future
thus issolating the exiled General.

7. Observing and scrutinising all trips to London made by prominient
Ugandans. Bear in that other insignificant Ugandas may be used as couriers.

8. Sending more spies to USA, South Africa, Canada, UK and the Scandinavia
disguised as asylum seekers so as to reinforce the monitoring of the
activities of Ugandans in the diaspora.

9. Identifying and assigning capable cadres to counter negative propaganda
on social networks and private radio stations while emphasising the
Tinyefuza's misconducts during the insurgency in northern Uganda.

10. Echoeing the historical Acholi/Langi differences so as to detatching
Col. Ogole from the Acholis.

11. State house intelligence spearheading the hit squad coordinated by the
London embassy of a friendly country.
12. Linking the activities of protests and strikes in the country with the
General's threats of war.

13. Issuing of terror alerts to disuade mass gatherings. In case of a terror
attack, the nation will be diverted and united in grief while the
international community will express solidarity and renewed support. 

14. Monitoring of the storage, utilisation and movement of war materials to
counter internal sabotage.

15. Streamling of counter intelligence operations in order to detect and
deter enemy infiltration.

16. Ensuring that all Chiefs, Directors, Division C.Os, Brigade C.Os,
Battalion C.Os, and Heads of Independent Units at all times to account for
the whereabouts of the officers and men under their command.

The above measures are subject to review depending on the situation.
