I get really offended when we go after those working for Uganda government,
when we stand up and praise those that fall out with it after decades. And
this is a very touching issue to me to even remain calm to make an
intelligent writing. You see a man like Tinyefunza is the God father of The
Movement, he literary built its pillars, but he killed so many Ugandans. And
yet Jessica Nakawombe today holds all her hopes into him. Did Museveni build
a structure that needs such many MPs? No Tinyefunza did. Did Museveni write
all rights to these medical bills and funeral bills? No Tinyefunza did.
Where the hell is Nakawombe s memorandum of agitation to Tinyefunza now
that the is out of the government and in London? Do you know the very first
time I tempted to hit my head on a wall? Was when I read in UAH how Ugandans
were salivating in praise of great expectations from Tinyefunza. Museveni
owns people with no brains let the man enjoy power for tomorrow all of you
are going to be in line praising Janet for now she is your new salvation.
Tonight, let me go on record that, If Tinyefunza ever go back to lead
Uganda, it will be the time we all as Ugandans in diaspora go home and
defend the right of Museveni to lead our country. And if Tinyefunza ever
dreams to walk to state house, I will be on a next firkin flight out.
This crap has to get a time limit. Geez !!!!!!!!!!!

All these are ways to bilk the system in a very planned manner by everyone
propping this government. At the end, we are all seeing vividly how openly
to system defrauds systematically. It is a well-reheard choreography made to
hypnotize the people into not being able to both understand and believe such
frauds are happening in their face
There is a lot of arrogance in this government. The arrogance that is
slapped right onto our faces accompanied by the sentence "so what can you do
about it?"

Tentatively, I suggest that MPs suspend getting sick and also postpond the
privilage to die early until we've sorted out this financial mess. They must
understand that the donor community has closed the taps, so they must also
slow down this business to match income.

State House claims it foots even MPs' medical and burial bills
State House this week offered another explanation for its huge budget,
citing MPs medical and funeral bills as a major drain on its coffers.
Appearing before the Parliaments Public Accounts committee on Tuesday,
State House comptroller Lucy Nakyobe said the expenses were among the many
emergencies the presidential residence grapples with every year and drain
the budget to the extent of State House failing to pay utility bills.
There are so many emergencies in State House. [For instance] All these
people who die and [are] given state burials, they run to State House and
every time you see someone being brought to Parliament, just know that State
House has to meet that burial expenditure, she said in defence of the
2010/2011 and 2011/2013 budgets.
Many MPs who end up in India for treatment, State House pays for their
medical bills.
But committee Chairman Kassiano Wadri (Terego, FDC) objected: We want to
know whether there is double expenditure by State House and the
Parliamentary Commission
We know that the commission budgets for all these
elements you are talking about.
His deputy Paul Mwiru (Jinja municipality East) chipped in: Personally I
have medical insurance which caters for my medical bills in case I fall sick
so how come State House is the one in charge of MPs medical bills?
Parliamentary Commissioner Dr Chris Baryomunsi also insisted that MPs
medical bills are catered for in the commissions budget.
We plan for funeral costs for dead MPs, so when an MP dies, we cover all
the costs as parliamentary commission. Then on the issue of sickness, MPs
have medical insurance but many insurance service providers dont cater for
expensive treatment abroad so we [Parliament] make a modest contribution and
then the insurance adds on, he said.
Nakyobe stuck to her guns, citing examples of MPs who had benefited from
State Houses fund.
State House is unique because there are things which you will never know
that will happen so you cant budget for them and as Im here, I dont know
who is running to the president to ask for medical assistance, she said.
With the MPs protesting, she continued: State House funds a lot of
parliaments functions including your annual prayer breakfast.
Later when she was further pressed by the MPs, Nakyobe conceded that State
House does not pay for MPs burial expenses. Later some MPs realized there
was need for time to consider the matter.
We all know that State House makes some contributions to MPs functions and
I personally know that it funded [Gregory] Matovu (Bukanga) and [Cerinah]
Nebanda [Butaleja]s burials but let us leave it at that point because it is
not on the agenda of the day, said Alex Byarugaba (Isingiro South).
Nakyobe told the committee that State House had spent over Shs 300bn during
2010/2011 and the subsequent 2011/2012 according to the Auditor Generals
audit reports, being scrutinized by PAC.
